Job Specifics

Minimum Qualifications A bachelor's degree or higher in economic/community development, economics, environmental studies, land use planning, public finance, real estate development, or urban or regional planning;* AND four years of full-time professional** experience as described below:
1. Two years of full-time professional** experience in preparing: community revitalization plans or strategies containing brownfields; reuse or urban renewal plans; or redevelopment plans for areas affected by brownfields, vacant or abandoned sites. The completed plans must have served as the basis for or led to implementation of public or private economic development projects AND;
2. Two years of full-time professional** experience in two or more of the following general areas: assisting communities in securing financing for capital projects, including requests for proposals, negotiating, managing, monitoring and reviewing contracts; developing various public involvement programs that build consensus among conflicting groups; coordinating the acquisition of in-kind, financial, technical assistance or training resources; or developing comprehensive land use plans or economic development programs.
* Degrees in other fields will NOT be substituted in lieu of the specific specialized degrees listed above.
** Experience obtained during an internship or as a student assistant or graduate assistant is NOT considered professional experience.
NON-QUALIFYING EXPERIENCE: Wetlands and habitat management and/or monitoring; conducting or monitoring technical aspects of site remediation; preparing land surveys and related mapping activities; reviewing environmental impact statements or compliance; designing gardens and parks; conducting environmental assessments/analysis; managing conservation and green programs; researching climate change issues or impacts; or analyzing/managing transportation growth or sustainability programs.

The incumbent of the position will be required to compete in the next holding of the Revitalization Specialist 1 examination and be reachable for appointment from the newly established list.

Duties Description Provides guidance and technical assistance to communities to prepare, complete and implement revitalization and implementation strategies to achieve downtown and neighborhood revitalization and redevelopment of brownfield sites. Performs outreach activities with officials of cities, villages, towns, counties, community based organizations, New York City Community Boards, local public authorities, local public benefit corporations, school districts and improvement districts to educate about and encourage participation in community planning and development programs administered by the DOS Office of Planning, Development & Community Infrastructure(OPDCI), including the Brownfield Opportunity Areas (BOA) Program and the Downtown Revitalization Initiative (DRI). Manages diverse State construction, design and planning grant contracts for BOA and DRI projects; participates in public hearings and participates with regional level boards and commissions having responsibility for brownfield redevelopment, community revitalization and economic development; assists with formulating and/or modifying OPDCI policies and programs related to community revitalization; may work to develop and facilitate statewide partnerships between OPDCI and private philanthropic institutions to expand financial resources and expertise available to local governments, community based organizations, and entrepreneurs to promote brownfield redevelopment.

Additional Comments While some of the travel for this position will be state-wide, most travel will be within the NYC, Long Island, and Mid-Hudson regions. Position will require that the candidate attend evening meetings on occasion.
