Job Specifics

Minimum Qualifications G-14 – Bachelor’s degree in public health, public administration and policy, epidemiology, statistics, mathematics, social sciences, engineering, health economics, finance or a related degree and one year of post-degree professional research experience in the appropriate field. Thirty graduate hours leading to an advanced degree in an appropriate field may be substituted for the required experience.

G-18 – Bachelor’s degree in public health, public administration and policy, epidemiology, statistics, mathematics, social sciences, engineering, health economics, finance or a related degree and two years of post-degree professional research experience in the appropriate field OR a Master’s degree in one of the above fields and one year of post-degree professional research experience in the appropriate field.

G-22 - Bachelor’s in public health, public administration and policy, epidemiology, statistics, mathematics, social sciences, engineering, health economics, finance or a related degree and three years of post-degree professional research experience in the appropriate field; OR a Master’s degree in one of the above fields and two years of post-degree professional research experience in the appropriate field; or a doctorate in the appropriate field.

PREFERRED QUALIFICATIONS
Work experience or coursework in statistics, mathematics, health economics, epidemiology, health or public policy, social sciences, health or public administration, or health services research. Professional experience with research and/or evaluation studies or projects including: data collection and analysis, database management, statistical analyses and presentation of research findings. Experience performing research and analyses with large administrative and/or clinical data sets and presenting research findings. Intermediate or better proficiency with SAS, SQL, and Microsoft Office. Excellent written and communication skills.

Duties Description The incumbent will work on a team tasked with collecting and analyzing provider data. The incumbent will employ best practices for data collection and will perform analyses using multiple data sources, including provider network, panel, and claims. The incumbent will analyze provider attributes using NYS Education Department licensure data, and provider recognition data, such as NCQA’s Patient Centered Medical Home recognition. Areas of research focus will include the assessment of health plans’ provider networks over time; the availability of health care providers in NYS; and the impact of network size on health care utilization and quality outcomes. Duties will include literature review and assistance with study design; data collection, manipulation, and management; statistical analysis; and interpretation and reporting of findings to internal and external groups. The incumbent will collaborate with other research and program staff in the Office of Quality and Patient Safety, and present findings as written and oral reports in internal and external meetings, as well as possible manuscript publication.

If appointed at the Assistant Research Scientist level, the incumbent will perform these duties under the technical supervision of a higher-level Research Scientist; if appointed as a Research Scientist 1, the incumbent will perform these duties under general supervision; if appointed at a Research Scientist 2 level, the incumbent will be expected to perform these duties with a considerable degree of independence.
