Job Specifics
Minimum Qualifications Candidates must have seven years of professional experience* in one or more of the following areas**: Law Enforcement, Security, Emergency Management, or Disaster Management. This experience must include either:
1. Supervisory responsibility or
2. Increasingly substantial individual responsibility.
*Substitution: An associate’s degree in criminal justice, criminal science, critical infrastructure protection, cyber security, emergency management, homeland security, or a related discipline may substitute for two years of experience; or a bachelor’s degree in one of these same fields may substitute for four years of experience. A master’s degree in one of these same fields may substitute for one additional year of experience.
**Experience as a corrections/probation/parole officer for adults and/or juveniles, security guard/officer, or Transportation Security Administration officer/screener is not considered to be qualifying.
Duties Description The Utility Security Specialist 2, Grade 23, will be assigned to the Office of Resilience and Emergency Preparedness (OREP), Utility Security Section and will perform duties that include, but are not limited to:
• Conducting utility site assessments, audits and inspections, reviewing existing utility vulnerability studies and security plans.
• Examining existing recovery, restoration, and emergency management plans.
• Writing reports detailing audit and inspection findings.
• Researching and reporting recommended changes in physical and cyber security and emergency management practices, including recommendations for the development of new plans and practices.
• Interacting with numerous State and federal agencies including, but not limited to, federal Department of Energy, the Nuclear Regulatory Commission, the Federal Department of Transportation – Office of Pipeline Safety, the State Emergency Management Office, the Office of Information Technology Services, the Division of Homeland Security and Emergency Services, the Division of Military and Naval Affairs, and other states; as well as industry organizations such as the North American Electric Reliability Corporation (NERC).
• Working with other staff to carry out tasks related to the utility security mission.
• Performing utility security review during rate case determinations, including testimony preparation and Article VII and 10 siting evaluations, as DPS’ expert staff member for utility security.
Additional Comments This position requires 50% travel. The ideal candidate will have:
• Two years of the above qualifying experience that includes responsibility for critical infrastructure protection in the energy and/or telecommunications areas
• Incident command system training at ICS-200 level
• Ability to prepare and present reports before Department of Public Service (DPS) senior leadership as required
• Ability to articulate recommendations for the continued enhancement of security practices
• Ability to conduct physical and cyber security assessments of critical infrastructure in accordance with federal and State standards and to prepare written reports of assessment findings
• Ability to review, evaluate and/or develop actionable security policies, plans and practices
