Duties Description Under the supervision of an Associate Accountant, the incumbent of the Senior Accountant position in the Bureau of Financial Operations will be assigned to the Local District Claiming/Title IV-E Unit. The employee will be responsible for the following duties:
• Review Local District of Social Services expenditures and supporting documentation claimed for reimbursement under Title IV-E Foster Care program for compliance with federal ACF and NYS regulations.
• Provide guidance to Local District of Social Services on proper system coding and claiming of expenditures under multiple OCFS programs
• Review, comment and evaluate state/federal regulation changes that impact OCFS programs. Provide guidance to Local District of Social Services staff of state/federal regulation changes.
• Assist in the development of requirements for system changes to ensure compliance with state/federal regulation changes.
• Gain a comprehensive understanding of the relationship between CONNECTIONS, Welfare Management System, Benefits Issuance Control System and the Automated Claiming System as it relates to OCFS programs’ eligibility, expenditures and claiming
• Gain a comprehensive understanding of the Quarterly Expenditure reports for the Title IV-E Foster Care, Foster Care Waiver, Adoption and Guardianship
• Assist in federal Administration for Children and Families (ACF) Foster Eligibility Review
• Assist in preparing documentation and process memos for KPMG State Single Audits
• Provide recommendations to the Associate Accountant regarding applicable administrative, programmatic and fiscal concerns, policies, priorities and procedures
• Participate in meetings and take steps to operationalize changes to BFO business practices.
• Assist with special projects as assigned

Background Investigation Requirements:

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
