Minimum Qualifications Minimum Qualifications for candidates eligible for provisional appointment, 55-b/55-c appointment or 70.4 transfer:
Geologist Trainee, NS: bachelor's degree in geological sciences from a college or university accredited by the New York State Department of Education.
Assistant Geologist, G-20: bachelor’s degree in geological sciences from a college or university accredited by the New York State Department of Education and successful completion of the National Association of State Boards of Geologist’s Fundamentals of Geology (FG) examination; or successful completion of 52 weeks of service as a Geologist Trainee and successful completion of the FG examination.
This position is also open to the following candidates:
Reassignment Eligible - Those currently in the title and employed by DEC
or
Reinstatement Eligible - Those who have previously held the title on a permanent competitive basis.
or
Transfer Eligible - Those with one year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.
55-b/55-c Candidates must meet the open competitive minimum qualifications (see above) and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55- b/55-c program.
Individuals appointed as a Geologist Trainee are required to complete a minimum of one year of successful performance as a Geologist Trainee and pass the National Association of State Boards of Geologist’s Fundamentals of Geology (FG) examination. If you pass the FG by the end of the first year, you may be advanced to the Grade 20 Assistant Geologist title without further examination. If you do not pass the FG by the end of the second year of the traineeship, you will be terminated from your position.
NOTE: In accordance with Chapter 475 of the Laws of 2014, all professional geologists in New York State must obtain licensure under Title VIII of the Education Law; based on this, you will be required to obtain your professional geology license in order to be promoted in the future.
Duties Description The successful candidate will be assigned to manage environmental remediation projects at various remedial stages.
Work as project manager may involve oversight of responsible parties implementing remedial programs under Department issued Orders on Consent or volunteers and participants under the Brownfield Cleanup Program. It may involve management of projects under the State Superfund program, the Manufactured Gas Plant program or working with the USEPA on Federal lead remedial projects. Project management will involve soliciting, coordinating and resolving technical and administrative input from other Department units as well as from local, state and federal agencies.
Responsibilities of this position include managing all phases of the remedial program, site characterization, remedial investigation, design, remediation and site management. This includes the review and evaluation of work plans, investigation reports, feasibility studies, design reports, construction plans and specifications, final engineering/project completion reports and site management plans to ensure conformance with current geologic standards, Department regulations, and standards, guidance and policies. Other duties will include oversight and documentation of field work performed by consultants and contractors. Many projects will involve preparing and responding to written correspondence; making public presentations; and interacting directly with the public and interested community groups in relation to remedial projects. Communication skills are an important part of project management. For State funded projects, in addition to the duties listed above the project manager will provide technical direction, oversight and management of consultants, approval of project budgets and management of budget compliance during implementation, as well as ensuring work is completed in compliance with applicable rules, regulations and guidance.
The duties will also include providing geological services under the direction and oversight of the Section manager or other senior staff. Geological services may include interpretation of groundwater, soil, sediment, rock or vapor data, field observations or surveys as well as the application of geologic principles during the development of documents for use in addressing environmental problems at subject sites (e.g., remedial investigation, feasibility study, design documents, etc). Decision Documents have a specific structure, field reports will include a narrative and GIS presentation of the data. Knowledge of GIS is preferred.
Additional Comments Must have valid driver's license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including respirator, will be required. Must be able to negotiate difficult terrain, work in remote areas and in adverse weather conditions. Travel, overtime, and overnight travel may be required. Must successfully complete (or have completed) the 40 hour OSHA 1910.120 training course and all other required training. Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
