Job Specifics

Minimum Qualifications This position is open to candidates who have one year of permanent competitive service as a Budget Examiner, G-18. The position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Senior Administrative Analyst, G-18 and Business Systems Analyst 1, G-18.

Qualification/Skills:
Applicants must have strong quantitative, analytical, writing, research and interpersonal skills; perform well independently and as part of a team; communicate clearly and concisely; and have significant experience in Microsoft Excel and Word.

Duties Description The successful candidate will serve on a three-person team in the Mental Hygiene Unit responsible for development, negotiation, and execution of the $2.4 billion Local Assistance budget for the Office for People with Developmental Disabilities (OPWDD).

OPWDD is responsible for planning and operating an integrated system of care that provides services and supports to 140,000 adults with developmental disabilities. The OPWDD system is undergoing significant transformation, and planning efforts are underway to migrate to a Managed Care service delivery system.

Responsibilities of the Budget Fellow on the Office for People with Developmental Disabilities Team would include, but are not limited to:

• Monitoring and analyzing spending patterns to identify trends and make recommendations to ensure compliance with current year cash projections and developing budget initiatives to reach cut targets;
• Assisting with development and review of appropriate payment mechanisms and rates for NFP-delivered community services; and
• Evaluating the impact of various public policy initiatives on OPWDD’s NFP sector, including industry wage matters, options for delivering services through a Managed Care network, and the sustainability of the existing housing footprint.
