Minimum Qualifications Appointment method:

This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.

Duties Description Under the provisions of the Paid Family Leave (PFL) program, the Department of Financial Services (DFS) has been charged with implementing a data warehouse that will not only be used by DFS, but also the Workers Compensation Board, the Department of Health and other agencies. DFS is seeking to fill the position of Data Architect/Governance in our Information Technology Unit to develop database architectures, coding standards and quality assurance procedures for the new Paid Family Leave data warehouse. This includes playing an important and sensitive role in decision-making and policy-making activities.

Given the criticality of this PFL program, it is imperative that the application code be reviewed to ensure that it delivers all functionality. This position is critically needed to help design and maintain the data architecture of this program, as well as securing its confidential data, and assuring its data accuracy and quality.

The incumbent will advise policy-makers on issues related to PFL implementation and provide expertise as to what data is needed to support policy decisions. The incumbent will be involved in confidential, high level discussions about acquisition, publication and security of data related to PFL. Other duties of this position include, but are not limited to:

• In consultation with other policy-makers, ensures ongoing compliance with all appropriate regulatory requirements and designs and implements procedures for effective data availability, protection and integrity of data assets;
• Leads implementation of data architecture governance and database designs;
• Develops and maintains inventory of the information maps, including authoritative systems and owners;
• Facilitates the development and implementation of data quality standards, data protection standards and adoption requirements;
• Serves as liaison between business entities, functional areas, and IT to ensure that data-related requirements for protecting sensitive data are clearly defined, communicated and well understood;
• Assists in the creation and execution of test plans;
• Establishes a data architecture and governance framework focused on regulatory requirements and data quality;
• Ensures the integrity and security of the company’s data; and
• Establishes and maintains source code, libraries and application related files in a software versioning system.

Skills Requirements:

• Knowledge of data architecture and technology solutions;
• Good understanding of data governance models and standards;
• Good communication and documentation skills;
• Ability to handle confidential information;
• Experience in architecting Database Systems; and
• Bachelor’s or Master’s Degree in Computer Science, MIS or Information Management.

Additional Comments Salary: Salary commensurate with experience.

Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,026 annual downstate adjustment.

While this position is posted in NYC, dependent on the candidate, location could be filled in Albany.

This is an appointment to a position in the exempt jurisdictional class.
