Job Specifics
Minimum Qualifications MINIMUM QUALIFICATIONS:
A Master’s or JD degree and four years of specialized experience in labor market programs, workforce development, economic development, job matching systems, worker readiness development, unemployment insurance, workers' compensation, worker protection programs, economics, or a closely related field and four years of experience at a managerial level.
A Ph.D may substitute for one additional year of the specialized experience.
PREFERRED QUALIFICATIONS:
A strong background in economics, statistics and research; as well as experience using data visualization techniques to communicate information is preferred. Successful candidates must have outstanding communication, report writing, policy research and analytical skills.
Duties Description STANDARD DUTIES:
Under the general direction of the Executive Deputy Commissioner of Labor, the Director Labor Research and Statistics plans, coordinates and directs the work of 80 employees statewide engaged in the research, evaluation and reporting of labor market and workforce statistics, trends and conditions impacting New York State. Duties include, but are not limited to:
• Develops overall workplan for the Division. Reviews proposals for new projects and determines project priorities. Coordinates work of the Division with needs of the Department and other State, Federal and local entities.
• Plans and oversees the development and dissemination of labor market and related career information.
• Directs or personally carries out special research studies for the Office of the Commissioner of Labor.
• Develops and maintains inter- and intra-agency involvement and cooperation to ensure that Division products are useful.
• Investigates and adopts strategies for presenting data through the use of modern data analytics platforms.
• Collaborates with the Department’s Office of Communications to create reports, studies, fact sheets etc. with maximum visual impact and simple, concise messaging.
• Directs and controls various programs of the Division to ensure that contract deliverables and planned products meet quality and timeliness standards as well as user needs.
• Establishes and implements internal control practices to ensure all deliverables are accurate and appropriately documented.
• Ensures the Department is aware of and adheres to all data confidentiality restrictions.
• Oversees the development of operating and administrative statistics and evaluation of programs of the Department and oversees actuarial forecasts and analyses of the UI Trust Fund.
• Represents the Department at various intra and inter-departmental committee meetings and conferences.
• Reviews proposed State or Federal legislation, as appropriate, and submits comments or recommendations regarding impact on employers, workers or Departmental operations.
• Responsible for oversight of administrative activities including ongoing staff development and funding allocations.
• Appropriately and strategically delegates responsibilities to staff to ensure Department objectives are achieved and staff have an opportunity to develop professionally.
• Supports, through action of the Department and example, policies and programs, particularly in the areas of performance evaluation and staff development.
