Job Specifics

Minimum Qualifications Must be in title or on the Civil Service eligible list for this location or be eligible for transfer under section 70.1 in a designated title determined by the New York State Department of Civil Service.

Promotion: one year of service as a Clinical Physician 1.

Open-Competitive: possession of a license to practice medicine in New York State (see limited permit option below †); AND
1. completion of two years of post-licensure medical experience.**
† Limited permit option: This option is available only in the Office of Mental Health and Office for People With Developmental Disabilities. If you are licensed in another state or by written examination in Canada, AND meet the other requirements for Clinical Physician 1 or 2, you are also eligible if you have a current limited permit to practice medicine in New York State. If appointed, you must obtain your license within one year of the date your limited permit was issued. Failure to do so will result in removal from your position.
**For the purpose of these examinations: Qualifying post-licensure medical experience is general medical experience in a private, clinical, or hospital medical practice which includes diagnosing and treating illness and injuries, interpreting x-rays and laboratory tests, conducting physical examination, and basic primary preventative care. This would include but is not limited to experience in the practice of internal medicine, family medicine, preventative medicine, or emergency medicine.

Duties Description The Finger Lakes Office for People with Developmental Disabilities Region 1 is seeking a Regional Medical Director to provide medical oversight for the Newark and Southern Tier counties within our 10 county region of New York State. This covers approximately 70 residences. We operate one Article 16 Clinic within this region for certain clinical services. The office location in in Newark, NY. This Regional Medical Director works with two other Regional Medical Directors who are responsible for providing the same type of medical administrative coverage/oversight for the remaining counties within our catchment area.
Regional Medical Director for their area of coverage:
1. Responsible for the general direction and coordination of health care services.
a. Guide and assist medical and nursing staff in carrying out their functions in the most effective and professional manner.
b. Anticipate the need for specific health care services.
c. Provide medical consultation to ensure quality medical care.
d. Investigate medical complaints from individuals or families.
e. Review reports of individuals who have presented to an emergency toon or been admitted to a hospital. Prepare weekly hospital report.
2. Review medical management of individuals with significant medical needs.
a. Provide medical consultation regarding individuals who are experiencing complex medical issues.
b. Review medical records, examine individuals and discuss care with staff, as needed, to clarify significant medical issues in consultation with the primary care physician. Prepare written summaries of pertinent findings, as requested.
3. Provide administrative oversight/support in the areas of medical consent and life-sustaining treatment.
a. Provide medical administrative oversight/assistance regarding the Health Care Decisions Act, Health Care Proxies, End of Life Orders, MOLST forms and the MOLST Legal Requirements Checklist. Ensure end of life care is properly done, both medically and from a legal perspective (in consultation with Counsel’s Office).
b. Provide emergency and other medical consents for medical procedures according to OPWDD regulations and statues.
c. Review and send out SDMC and Willowbrook packets when necessary.
4. Serve as the medical representative of our agency in the community.
a. Act as a liaison to area hospitals and to community physicians.
b. Advocate for the highest quality medical care for the people we support.
c. Provide training to area hospitals on issues affecting our population, as requested.
5. Review medical regulations, agency policies, and local standards of practice. Make appropriate suggestions to ensure they are current and relevant.
a. Assist, where appropriate, in development of local Standards of Practice.
b. Offer interpretation of regulation and policy to key staff.
6. Provide information to families and advocates regarding health-related issues and concerns following HIPAA standards.
7. Supervise and evaluate the performance of assigned medical staff both medically and administratively. Oversee their time and attendance and coordinate departmental time off to ensure adequate coverage.
8. Review/sign Article 16 Clinic documentation. Perform Guardianship evaluations as requested.
9. Serve on several committees e.g. Morality Review and Behavioral Treatment Oversight, as needed.
10. Coordinate time off with the other two Regional Medical Directors to ensure adequate coverage across the ten counties.
