PROVISIONAL APPOINTMENT:
In the event that there is not a valid eligible list, candidates who meet the following promotion minimum qualifications may be qualified for a provisional appointment: All candidates must be licensed and registered to practice psychology in New York State, and must have permanent competitive or 55-b/55-c service as follows and have
• One year as a Principal Psychologist or Licensed Psychologist
OR
• Two years as a Psychologist 2 or Associate Psychologist
If you are provisionally appointed, you must take the next scheduled Civil Service examination for Chief Psychologist and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.
NON-COMPETITIVE PROMOTION (NCP) APPOINTMENT:
If three or fewer interested promotional candidates respond to this notice, the agency may, at its discretion nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. If certified by Civil Service, mandatory re-employment lists candidates must be considered first for appointment to this title.
Note: Travel is required within the catchment area and occasionally outside the area for administrative meetings and training opportunities.
Duties Description POSITION DESCRIPTION: The Chief Psychologist will be responsible for providing clinical and administrative oversite to the Metro NY DDSOO Psychology discipline and assigned staff. The Chief Psychologist is responsible for ensuring that psychology staff provide clinically competent service delivery and maintain regulatory compliance with State and Federal mandates. This position is vital to ensuring that the OPWDD core mission of helping people with developmental disabilities lead richer lives is achieved.
PRIMARY DUTIES AND RESPONSIBILITIES:
• Responsible for staffing the Psychology titles and assigning psychologists based on service delivery needs; working cohesively with teams for psychologist assignments and administrative and/or clinical oversight when needed;
• Maintain and supervise the daily operation of the Psychology discipline and psychological service delivery overall for the DDSOO. Will communicate and work with administration, Counsel’s Office, the Attorney General’s Office, and Mental Hygiene Legal Services. Work closely with the Chief of Medical Services and Psychiatrist regarding psychotropic medications and medical concerns;
• Responsible for the Psychology discipline’s adherence to the 633.16 Person-Centered Behavioral Intervention regulations and other policy mandates relevant to the department;
• Oversee and ensure regulatory compliance of the Human Rights Committee, Informed Consent Committee, and Risk Management Committee;
• Oversee forensic service delivery for the DDSOO including but not limited to Risk Assessments, High Risk Behavior Support Plans, Orders of Retention, Competency Assessments, Expert Testimony in court, and other related matters;
• Ensure Behavior Support Plans, Monitoring Plans, and High-Risk Behavior Support Plans are clinically sound and aligned with regulations and policies;
• Participate and oversee participation in the statewide Restrictive Intervention Application (RIA) meetings and ensures DDSOO goals pertaining to reductions in restrictive/intrusive interventions are met in a timely fashion;
• Oversee and ensure proper implementation and use of the Electronic Health Record (EHR) for the psychology discipline and its assigned staff;
• Conduct and oversee tasks that require a NYS licensed psychologist including but not limited to Capacity to Provide Informed Consent Assessments, DNR/DNI Orders or MOLST Legal Requirements Checklists, SDMC Certification on Capacity for Major Medical Treatment, and Guardianship;
• Interpret, develop guidance documents, and train necessary staff on Administrative Memorandums issued by OPWDD Statewide Services which pertain to psychology matters;
• Conduct regular psychology departmental meetings to communicate policies, procedures, and other pertinent information relevant to psychology staff;
• Oversee clinical training and provide supervision of staff psychologists as needed;
• Provide clinical consultation on specific cases and matters pertaining to department policies and procedures as required;
• Provide clinical leadership and training in the prevention, diagnosis, and treatment of psychological and behavioral disorders;
• Provide oversight to psychologists providing individual counseling and/or group therapy;
• Ensure general annual assessments, quarterly reviews, progress notes for behavior plans and counseling are done well and on a timely basis;
• Provide guidance to the agency regarding rights restrictions, emergency behavioral procedures, placements, and other topics;
• Serve as Administrator-On-Call (AOD) on a rotational basis;
• Perform other assignments as determined by executive management.
