Minimum Qualifications Open Competitive Provisional: anyone possessing a Bachelor's degree AND three years of the experience described below. Experience must have included the provision of Early Intervention services to children under age five, with or at risk for disabilities, as well as services to their families. Examples of services include, but are not limited to, occupational or physical therapy, speech language pathology, and Early Intervention service coordination. Experience must have been in an approved Early Intervention program under Article 25, Part 69, of the New York State Public Health Law, and Title 10 of the New York Codes, Rules, and Regulations; or in an approved Preschool Special Education program under Section 4410, of the New York State Education Law, where the primary focus is providing Early Intervention services to children under age 5. Experience may also have been in a professional position in a public or private setting, developing, administering, and evaluating approved Early Intervention programs. An example of a professional position includes, but is not limited to, a county Early Intervention official.
Substitution: a master's degree may substitute for one year of the general experience, and a doctoral degree may substitute for an additional year of the general experience. Non-qualifying experience includes services provided to children age five or older.

Preferred Qualifications: Excellent oral and written communication skills; knowledge and familiarity with federal and state laws and regulations pertaining to young children with disabilities; experience working on a team to develop: policy documents; requests for proposals; training materials, monitoring tools and protocols. Experience providing guidance to public health program participants; familiarity with the New York Early Intervention System (NYEIS) and/or other state data systems. Experience using Word, Outlook and Excel.

Duties Description The Early Intervention Specialist 1 (EIS1) will serve in the Bureau of Early Intervention Information Systems and Quality Improvement Section and will be responsible for receiving and responding to general programmatic Early Intervention questions received by email or phone from municipal staff, providers, parents and other stakeholders relating to program policies, State and federal law and regulations. The EIS 1 will also respond to questions related to the New York Early Intervention System (NYEIS) and be responsible to develop technical assistance documents related to Early Intervention Program requirements, including NYEIS and the upcoming replacement data system. Other duties include assisting with early intervention programmatic system requirements for the Early Intervention Program data system, participating in testing when testing is required prior to data system application releases and assisting with updates to the data system user manual, user guides, training material and other documentation as required.
