Job Specifics

Minimum Qualifications The Associate Commissioner Mental Health is in the non-competitive class, designated policy influencing and confidential. A bachelor’s degree in an appropriate field and ten years of experience in a mental health or closely related field, five years of which must have been at a managerial level, and three years of which must have been in the operation and administration of a program for people with mental illness.

Preferred candidates will have experience in operation or oversight of Medicaid managed care as well as the research, development, or implementation of regulations or policies relating to the design, funding, administration and oversight of funding programs for mental health services.

Duties Description The New York State Office of Mental Health is seeking a qualified candidate for the non-competitive, policy influencing position of Associate Commissioner Mental Health, M-7, for the Division of Community Program Management and Managed Care, Office of Managed Care.

Under the general direction of the Senior Deputy Commissioner, the Associate Commissioner will oversee and monitor the development and implementation of Medicaid managed care for individuals with behavioral health needs. Working closely with the managed care industry, the Department of Health, the Office of Addiction Services and Supports and other stakeholders, the incumbent will direct the oversight of Health and Recovery Plans (HARPs), distinctly qualified, specialized and integrated managed care products for individuals with significant behavioral health needs. Additionally, the incumbent will manage the integration of behavioral and physical health services within the managed care partnership plan and will also be lead for OMH in the Development and Management of Dual Eligible Plans (Medicare and Medicaid). The incumbent will manage, oversee, and monitor the operation of managed care for the mental health population in collaboration with other offices within OMH. Specific duties will include, but will not be limited to, the following:

• Program and policy development
• Parity compliance
• Monitor performance of Plans (program and fiscal)
• Content expert on managed care for OMH
• Federal waiver negotiations (with the Department of Health)
• Coordinate training and technical assistance for the behavioral health benefit to plans and providers
• Stakeholder relationships
