Minimum Qualifications G18 – Bachelor's degree in Biology, Public Health, Epidemiology, Infection Control, Statistics/Biostatistics, Biomedical Science, Environmental Health, Environmental Science or a related field and two years of post-degree professional research experience in the appropriate field; OR a Master’s degree in one of the above fields and one year of such experience in the appropriate field.

Preferred Qualifications: Strong statistical and data management skills. Proficient in use of SAS, Access, Excel, Word, and Power Point. Excellent written and oral communication skills; experience working with confidential health records.
Duties Description The Research Scientist (RS) 1/2 position will support the maternal child health work of the Maternal and Child Health Services Block Grant (MCHSBG), the New York State Maternal Mortality Review (MMR) Program and the New York State Perinatal Quality Collaborative (NYSPQC). The MCHSBG supports the Title V program which collects and evaluates the data collected through state and local initiatives to promote the health and well-being of NYS’s mothers, their children, and their families. The MMR program activities include a review all maternal deaths in NYS to identify those that may be preventable. In addition, the program examines maternal morbidity and its impact on the health of birthing person. The NYSPQC aims to provide the best and safest care for women and infants by preventing and minimizing harm through the translation of evidence-based guidelines to clinical practice. The NYSPQC facilitates collaborative efforts among NYS birthing hospitals and community-based organizations engaged in perinatal quality improvement activities.
To assist with accomplishing the goals of the three initiatives described above, the proposed RS 1/2 will conduct, and coordinate data collection as requested for the Title V MCHSBG. The RS 1/2 will help with conducting case ascertainment for maternal mortality reviews, case completeness and analysis in addition to the data examining maternal morbidity. The RS 1/2 will lead the development of tools for electronic data collection and the reporting and visualization of perinatal quality improvement data to improve health outcomes in facilities. The RS 1/2 will lead the planning and development of surveys, online data questionnaires, forms, and reports. The RS 1/2 will participate in the design and evaluation of projects.
If appointed as a RS 1 level, the incumbent will be expected to perform these duties under guidance and supervision. If appointed as a RS 2, the incumbent will work with more independence, with limited immediate guidance from more senior level research scientist staff,
and may supervise staff.
