Job Specifics
Minimum Qualifications NYS employee with one year or more of permanent or contingent-permanent competitive service as a Program Aide, G-13 or a current NYS employee with one year of permanent or contingent-permanent competitive service in a title allocated to G-11 or higher, and eligible for transfer to Program Aide under Section 70.1 of the Civil Service Law.
Duties Description The incumbent of this position will plan, direct, and coordinate activities of the unit to ensure compliance with in-school, service and/or conditional requirements of the NYS STEM scholarship, Math and Science Teaching Incentive (MSTI) scholarship, Masters-in-Education (MIE) Teaching Incentive scholarship, McGee Nursing Faculty scholarship, Excelsior Scholarship and Enhanced Tuition Award (ETA) programs. Duties include but are not limited to:
• Conduct or direct staff in the review and monitoring of in-school continuing eligibility and post-graduate compliance requirements by STEM, MSTI, MIE, McGee, Excelsior and ETA scholarship recipients consistent with program rules, regulations, and Education Law.
• Develop, disseminate, and maintain written policies and procedures related to compliance activities, including the detection, prevention and resolution of failure to meet service or conditional obligations.
• Conduct periodic internal reviews to ensure that established compliance procedures are current and followed.
• Identify compliance issues that require follow-up or investigation.
• Maximize the use of software technology including Access, Excel, Word and/or Survey Monkey, to provide effective and efficient oversight and monitoring of in-school and post-graduate compliance.
• Train, supervise and develop staff.
• Collaborate and communicate with management, Counsel, ITS or Scholarship Unit program staff to seek clarification on issues or dilemmas, or report irregularities.
• Oversee the timely conversion of awards to loans for non-compliant recipients in accordance with program rules, regulations and Education Law.
• Initiate the repayment of State award dollars when recipients lose in-school eligibility or fail to meet service obligations, in accordance with program rules, regulations or Education Law.
• In the instance of non-payment, pursue the recovery of awards in-house and with the NYS Office of the Attorney General in accordance with New York State Debt Recovery guidelines.
• Perform other duties as assigned.
Additional Comments NOTE: The hours of this position require working between 8:00 a.m. and 5:00 p.m.
