Minimum Qualifications MINIMUM QUALIFICATIONS:

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a human resources, training or labor relations title allocated at salary grade M-4 (SG-30/SG-31) or higher deemed eligible for transfer under Section 52.6 of the Civil Service Law. Provisional Appointment: Candidates must have one year of permanent competitive or 55b/c service in a human resources, training or labor relations title allocated at salary grade M-3 (SG-28/SG-29) or higher.

PREFERRED QUALIFICATIONS: Ten plus years of progressive leadership experience in human resources positions. Specialized training in employment law, compensation, organizational planning and development, employee relations, safety, training, reasonable accommodations, diversity and inclusion, and/or labor relations, preferred. Up-to-date job knowledge maintained through participating in conferences and educational opportunities, active affiliation with human resources networks and organizations, reading professional publications, and maintaining personal networks. Candidates should have exceptional written and verbal communication skills, the ability to coordinate multiple high-priority initiatives with stakeholder groups and demonstrate an exceptional commitment to customer service and delivering quality outcomes with a proven record of success. Additional preferred skill sets include: strategic change management, process improvement, fostering teamwork, and building productive working relationships.

Duties Description The New York State Education Department’s Office of Human Resources Management (OHRM) is seeking candidates to fill the Director, Human Resources Management 5 position. The OHRM provides personnel services, staff development, labor relations and employee benefits to staff in various diverse program areas within the Education Department, including the Office of Education Policy (including P-12 and Higher Education), the Office of Adult Career and Continuing Education Services, the Office of the Professions, the Office of Cultural Education, the Office of Performance Improvement and Management Services, and the Office of the Chief Financial Officer and Executive.

Reporting to the Executive Deputy Commissioner, the incumbent of this position will provide leadership on all activities related to human resources in support of a workforce comprised of over 3,000 full-time and temporary staff, including two state-operated schools. Other duties of this position include, but are not limited to, the following:

• Support agency strategic direction by identifying and researching human resources issues; estimating and forecasting trends and requirements; contributing information, analysis, and recommendations to agency strategic plan; establishing human resources objectives aligned with agency objectives and values; and communicating effectively with agency staff;
• Identify and implement opportunities to provide an employee-oriented high-performance culture that emphasizes empowerment and quality in the areas of hiring, retention and promotion; staff development; performance management and evaluation; diversity and equity; reward and recognition; succession planning; labor relations; employee safety, welfare and wellness; compensation and benefits management and employee services;
• Motivate, mentor and provide professional development to the Office of Human Resources Management team to ensure a commitment to excellence, dedication to the Department’s mission and adherence to governmental guidelines while functioning in a demanding, deadline-driven environment and fostering productive working relationships with agency staff, control agencies and various stakeholders;
• Develop and implement services, policies and programs through human resources staff in accordance with Civil Service Law and state and federal anti-discrimination statutes to recruit and maintain a competent, high performing work force to achieve the goals of the Department and the Board of Regents;
• Represent the Department at PEF, CSEA and NYSCOPBA labor union meetings and serve as agency liaison with the Governor’s Office of Employee Relations (GOER) and the Civil Service Commission;
• Continuously examine operations and identify opportunities to improve policies and streamline processes to achieve organizational efficiencies and improved communication and cross-agency collaboration. This includes appraising and reviewing effectiveness; determining operational strategies; designing systems and action plans; aligning resources; implementing change; initiating corrective actions to resolve problems; monitoring and analyzing results; and incorporating feedback; and
• Provide guidance and support to Department senior leadership and executive staff, as well as the OHRM management team, by analyzing human resources needs and information, thinking creatively about options, providing timely advice, and expediting processes, all in accordance with the laws that govern personnel activities and in conformance with Department policies.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment or non-permanent provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Filling of this position is contingent on Division of the Budget approval.

*Leads to a maximum salary of $157,338 based on annual performance advances.
