Job Specifics

Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Program Research Specialist 3 (Public Health) (G23) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G21 and deemed eligible for transfer under Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Working knowledge of surveillance systems, preferably public health/epidemiology systems.  Experience in geocoding, mapping, dashboard development and disease surveillance.   Strong analytical skills with proficiency in SAS, ArcGIS, and Microsoft software (Access, Excel).  Experience working with large datasets, including hospital discharge data, vital records and census data. Excellent written and verbal communication skills including experience with manuscript preparation, document and report preparation, and public speaking.  Attention to detail and the ability to work both independently and as part of a team.

Duties Description To address the Governor’s executive order declaring gun violence a disaster emergency, the Program Research Specialist 3 (Public Health) will be assigned within the Office of Public Health and be responsible for data management, analysis and reporting activities for gun violence and firearm related injuries and assaults. Specific areas of responsibility include, but are not limited to, responsibility for geocoding and data visualization activities for all components and contribute to the evaluation of populations under surveillance. The incumbent will also coordinate projects with secondary data sources, such as hospital discharge data and vital records, and the management, analysis and reporting of required outcome data. The incumbent will participate in projects designed to promote applied research and special studies to assess epidemiologic risk factors associated with gun violence and firearm related injuries and assaults.  Responsibilities will include oversight of database development, data collection and analysis, and report/dashboard preparation.  Other duties include:  participation in gun violence work group and study conference calls, meetings, and trainings; attending and making presentations at meetings and conferences; assisting with the preparation of funding applications; collaboration with CDC and other states, and ensuring that data deliverables are met in a timely, complete, and accurate manner.  Other duties as assigned.  

Additional Comments Permanent, Competitive, full-time. Occasional travel throughout NYS to areas that may not be served by public transportation may be required (25%). Evening and weekend hours may be required.
