Job Specifics

Minimum Qualifications Permanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Public Health Program Nurse, G-24* OR NYS employee with one year of permanent or contingent-permanent service in a G-22 or higher title and deemed eligible for transfer to Public Health Program Nurse under Section 70.4 of the Civil Service Law by possessing the following open-competitive minimum qualifications*

Public candidates: Minimum Qualifications: A bachelor’s of science or higher degree in nursing; AND a current New York State license and registration as a professional registered nurse; AND six years of post-licensure nursing experience including at least two years of experience in a public health program designing or overseeing the implementation of a public health outreach and health promotion program or conducting disease surveillance and/or control programs. Substitution: A master’s of science in nursing may be substituted for one year of the general experience if not used to meet the educational minimum qualifications.

Preferred Qualifications: Employment experience in surgical nursing, managed care, public insurance programs, health policy, and/or health care quality measurement and improvement. Proficiency with Microsoft Office. Experience with SAS, SQL, and other analytical programming software a plus. Excellent written and verbal communication skills.

Duties Description This position is located within the Office of Quality and Patient Safety’s (OQPS) Clinical Center. The Public Health Program Nurse will report to the Director of the Office Based Surgery (OBS) program and the responsibilities of the position will include: conducting clinical reviews of the OBS Adverse Event Report cases; consulting as needed on the completed clinical reviews of the cases with the Director of OBS and the OQPS Medical Director(s); communicating directly with the OBS practices to gather information and answer questions; and participating in OBS program meetings including meetings with the Office Based Surgery multidisciplinary team, the Office Based Surgery Advisory Committee, and the approved Office Based Surgery accrediting organizations. The PHPN will also support any work related to the revision of OBS clinical guidelines; and, participate in OQPS quality improvement activities which includes working with providers, managed care organizations, and the External Quality Review Organization.
