Minimum Qualifications Current NYS employee with permanent or contingent-permanent, competitive status as a Professional Engineer 1 (various parenthetic), G-24 with one year of permanent or contingent-permanent service and eligible for 70.1 transfer. Preferred Qualifications: Bachelor's Degree in Environmental Engineering or Civil Engineering with a focus on drinking water or wastewater treatment process, 5 years experience in the drinking water or wastewater industry, 5 years experience working with regulations including the Safe Drinking Water Act

Duties Description The Professional Engineer 1 will join a group of engineers who work within the NYSDOH’s Bureau of Water Supply Protection to regulate the design of public drinking water supplies and commercial bottled water suppliers; administer the Drinking Water State Revolving Fund and the Water Infrastructure Improvement Act Program; review analytical data and required reports to ensure compliance with the Subpart 5-1 of the New York State Sanitary Code and Safe Drinking Water Act; and respond to public health emergencies that impact drinking water quality and quantity.

The incumbent will perform tasks from the following list of essential duties:
• Develop an in-depth understanding of rules, regulations and laws at both the State and Federal level that impact public water supplies;
• Review and approve of engineering plans and specifications, engineering reports, pilot studies, and other technical reports for water supply infrastructure improvements;
• Administer the Water Infrastructure Improvement Act (WIIA) grant program including the ranking and vetting of projects;
• Administer the NYS Drinking Water State Revolving Fund program including development and release of the draft and final NYS Drinking Water State Revolving Fund Intended Use Plans, and daily coordination with the NYS Environmental Facilities Corporation as appropriate;
• Interact with County Health Departments, the NYS Environmental Facilities Corporation, the NYS Department of Environmental Conservation, the NYS Public Service Commission, Department of Homeland Security and Emergency Services and the United States Environmental Protection Agency;
• Develop and update policies and procedures for the acceptance of new water supply treatment technologies;
• Develop guidance for new regulatory programs such as the long-term revisions to the lead and copper rule and regulations on per and polyfluoroalkyl substances.
• Respond to drinking water emergencies;
• Review Vulnerability Assessments and Emergency Response Plans to ensure public water systems are prepared for drinking water emergencies, including but not limited to droughts, flooding and cybersecurity;
• Interact with Federal, State and local officials and professional consultants to ensure plans for public water supply infrastructure improvements are consistent with current regulations and codes.
