Job Specifics

Minimum Qualifications Permanent Appointment: Reachable for appointment from the Revitalization Specialist 1 eligible list or eligible for reassignment or reinstatement.

Provisional Pending Examination Appointment: Either 1. a master's or higher degree in one of the following majors;* community and economic development, economics, environmental science, environmental planning/design, environmental studies, land use planning, political science, public administration, public finance, public policy, real estate development, regional planning, urban planning or urban studies; AND two years of full-time required** experience;
Or 2. a bachelor's degree in one of the following majors;* community and economic development, economics, environmental science, environmental planning/design, environmental studies, land use planning, political science, public administration, public finance, public policy, real estate development, regional planning, urban planning or urban studies; AND three years of full-time required** experience.

**Required Experience must include:
1. Preparing and implementing community revitalization plans; land use plans; economic development programs; and/or redevelopment plans for areas affected by brownfields, vacant land, abandoned sites or urban areas; AND;
2. Managing community, economic, and/or real estate development projects including securing financing, developing requests for proposals, negotiating, managing, monitoring and reviewing contracts.

*Degrees in other majors will NOT be substituted in lieu of the specific specialized degrees listed above.

NON-QUALIFYING EXPERIENCE: Includes, but is not limited to: wetlands and habitat management and/or monitoring; conducting or monitoring technical aspects of site remediation; preparing land surveys and related mapping activities; reviewing environmental impact statements; designing gardens and parks.


Duties Description As a Revitalization Specialist 1, you would assist local governments and public and private organizations with planning, managing, and accessing resources to support community revitalization, including downtown and neighborhood revitalization and redevelopment of brownfield sites. You would perform outreach activities with officials of cities, villages, towns, counties, community based organizations, New York City Community Boards, local public authorities, local public benefit corporations, school districts, and improvement districts to educate about and encourage participation in community planning and development programs administered by the Department of State Office of Planning, Development and Community Infrastructure (OPDCI), such as the Brownfield Opportunity Areas (BOA) Program, the Downtown Revitalization Initiative (DRI), or related programs; manage diverse State construction, design, and planning grant contracts for BOA and DRI projects; participate in public hearings and coordinate with regional level boards and commissions having responsibility for brownfield redevelopment, community revitalization, and economic development; assist with formulating and/or modifying OPDCI policies and programs related to community revitalization; may work to develop and facilitate statewide partnerships between OPDCI and private philanthropic institutions to expand financial resources and expertise available to local governments, community based organizations, and developers to promote brownfield redevelopment. Local and statewide travel is required.

Additional Comments Based on the results of the canvass of the current eligible list for the Revitalization Specialist 1, the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the incumbent of the position will be required to compete in the next holding of the Revitalization Specialist 1 exam and be reachable for appointment from the newly established eligible list. Please note provisional candidacy may be limited to those who previously applied for the exam.
