Minimum Qualifications "Permanent Transfer Candidates: Current DOH employee with permanent status as a Senior Sanitarian, G-18.

Provisional Promotion Candidates: DOH employee with one year of permanent service as a Public Health Sanitarian, G-14.

Provisional Open-Competitive Candidates: Either A. a bachelor’s degree in the natural sciences AND 1-year experience in environmental health protection (defined below);
Or B. a bachelor’s degree, with 30 credits in the natural and applied sciences, of which at least 18 credits are in the natural sciences, AND 2 years’ experience in environmental health protection (defined below). Substitution: A master’s degree in the natural or applied sciences may be substituted for up to 1 year of required experience.

Definitions:
Applied sciences include science-based courses in environmental technology, sanitation technology, medical technology, public health, infection control, and food science. Natural sciences that are considered appropriate are biology, chemistry, physics, and earth sciences (geology and hydrology). Environmental Health Protection experience is defined as conducting inspections to determine compliance with federal, state, or local environmental laws, regulations, and established public health standards, OR experience in the identification and notification of public health environmental hazards and the development of methods to eliminate or control such hazards and/or the spread of disease and other environmental factors impacting the heath of individuals and/or the public, such as in hospitals and long term care facilities. Permanent Transfer Candidates: Current DOH employee with permanent status as a Senior Sanitarian, G-18.

Preferred Qualifications:

Experience inspecting health care facilities. Experience with interpreting regulations, conducting complaint investigations, conducting survey and monitoring health care programs’ compliance with rules and regulations. Strong interpersonal skills, excellent decision-making capability and strong writing and editing skills. Bachelor’s or Master’s degree in environmental health, environmental science or public health.

Duties Description Inspect nursing homes to evaluate environmental health, fire safety and general care requirements to determine compliance with the NYS Public Health Law, Sanitary Code, Medical Facilities Code and sections of the NYS Social Services Law. Conduct Focused Infection Control Surveys. Write survey/inspection reports, cite deficiencies, review plans of correction, perform quality assurance of survey reports, and conduct follow-up surveys, inspections and/or complaint investigations. This position requires extensive travel and fieldwork. Candidates must be able to demonstrate their capacity to meet the transportation needs involved.

Additional Comments Contingent-Permanent or Provisional, pending examination, Full Time. Candidates must pass SMQT, Fire Inspector 1 and other exams as required by the Centers for Medicare and Medicaid Services to conduct surveys. Field work is required; candidates must be capable of meeting travel requirements. If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year or more of permanent or contingent-permanent, competitive service as a Public Health Sanitarian, G-14. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment.
