Minimum Qualifications "Transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Public Health Program Nurse, G24 OR NYS employee with one year or more of permanent or contingent-permanent competitive service in a position G22 or higher and deemed eligible for transfer to Public Health Program Nurse (PHPN) under Section 70.4 of the Civil Service Law by also possessing the below provisional qualifications.

Provisional (public) candidates: A bachelor’s of science or higher degree in nursing; AND a current New York State license and registration as a professional registered nurse; AND four years of post-licensure nursing experience that includes at least one year of experience in public health and related health systems in one or more of the following areas: monitoring, diagnosing, investigating, disease prevention, surveillance and control activities, educating, researching, developing policies and initiatives, enforcing laws and regulations, assuring provision of health care, evaluating, and/or quality assurance activities in connection with the health status of individuals, populations in the community, and/or across populations. "


Preferred Qualifications:
Experience overseeing public health programs for women and families. Experience with oversight of public health programs focused on prevention of asthma and obesity and/or increasing opportunities for breastfeeding, consumption of healthy food and physical activity. Experience with inter and intra-agency project coordination. Outstanding communication skills. The preferred candidate will have experience addressing issues pertaining to health equity and health disparities, including experience working with historically marginalized communities, and the potential associated impacts on health and health outcomes.

Duties Description The Public Health Program Nurse will assist the BCCDP with addressing chronic disease prevention, equity, bias, quality of care and barriers to access in health care services for women and families, especially for communities of color and low-income communities. This position will focus on chronic disease prevention in the priority populations. The incumbent will monitor and assess the health status, risk, resources and vulnerability of various populations and subgroups, including low income mothers and children, to improve chronic disease-related health outcomes (e.g. asthma, obesity, and breastfeeding) throughout New York State. This position is a critical clinical position that will coordinate all MCH block grant activities across the Division of Chronic Disease Prevention and with the Division of Family Health.

Additional Comments Permanent, full-time (transfer) or provisional pending exam. This position involves travel which may include locations not served by public transportation. Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment. Current registration as a Registered Nurse (RN) with the New York State Education Department must be maintained for continued employment in title.
