Job Specifics
Minimum Qualifications Candidates must be reachable for appointment from the current Civil Service eligible list for this title (previously Mental Hygiene Staff Development Specialist 3);
OR
Transfer Opportunities - Candidates must have one year of permanent service as a Training Specialist 1 and eligible for lateral transfer; or in a comparable title and eligible for Section 70.1 or 70.4 transfer;
OR
Provisional Opportunity – In the absence of an appropriate eligible list or transfer, candidates who have one year of experience in the preparation and delivery of in-classroom training in a mental hygiene setting1 and a bachelor's degree in a human services field2, may apply for this position. A master's degree in a human services field2 OR permanent or provisional New York State teaching certification may be substituted.
1 For the purposes of this position, a mental hygiene setting is one primarily serving individuals diagnosed with mental retardation, developmental disabilities, or mental illness.
2 For the purposes of this position, the human services field includes disciplines related to the following: addiction studies, child and family studies, communication, communication disorders, community health, medicine, education, gerontology, health administration, human services, nursing, nutrition, occupational therapy, physical therapy, psychology, recreation therapy, creative arts therapy, rehabilitation counseling, social work, and sociology.
Candidates appointed provisionally must take the next scheduled Civil Service examination for this title and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained.
Duties Description Training Specialist 1 (Nursing) provides clinical training that requires the expertise of a registered nurse, including nursing training and orientation; Cardiopulmonary Resuscitation (CPR); Approved Medical Administration Personnel (AMAP) training; and basic medical support training, such as taking blood pressure, to direct care staff in institutional and community settings. Incumbents may engage in other health/wellness trainings and general training activities.

Additional Comments Background Investigation/Justice Center Review: Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
Additional Comments: There is no Geographic Differential Pay for this title.
