Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Senior Accountant.

Eligible List Appointment: Candidates must be reachable on the Professional Career Opportunities Select Job Titles eligible list for Senior Accountant or Accountant Trainee 1. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer to Accountant Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-13 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law AND possess either:

1. A bachelor's or higher degree in accounting, auditing, or taxation; OR
2. A bachelor's or higher degree including or supplemented by 24 semester credit hours in
accounting, auditing, or taxation courses**.

2 A bachelor’s degree or higher including or supplemented by 24 semester credit hours in
accounting, auditing, or taxation courses**; OR
3. A currently valid Certified Public Accountant license and registration issued by New York State.

Section 70.4 Transfer to Accountant Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Accountant Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55 b/c service in a title SG-13 or higher AND have standing on the Professional Career Opportunities Select Job Titles eligible list for this title AND possess either:

1. A bachelor's or higher degree in accounting, auditing, or taxation; OR
2. A bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses**.

Section 70.4 Transfer to Senior Accountant: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Senior Accountant if they are a current NYS employee with one year of permanent competitive or 55 b/c service in a title SG-16 or higher AND have standing on the Professional Career Opportunities Select Job Titles eligible list for this title AND possess either:

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of the Chief Financial Officer is seeking candidates for three Senior Accountant positions in the Rate Setting Unit. This Unit is responsible for developing reimbursement rates for approved providers of special education programs to serve preschool and school age students in accordance with Part 200 of the Commissioner’s Regulations. Duties of these positions include, but are not limited to, the following:

• Calculate and process accurate and timely tuition rates for assigned providers in accordance with applicable statutory and regulatory provisions, the Consolidated Fiscal Reporting and Claiming Manual, the Reimbursable Cost Manual, the approved tuition rate setting methodology, and Unit protocols;
• Prepare correspondence to providers regarding information requests and tuition rate notification, as required;
• Respond to tuition rate appeals and waivers from methodology requests submitted by school age and pre-school providers for supervisor approval;
• Provide technical assistance to the field regarding rate setting, including details of schools’ rate calculations; and
• Perform data analysis, prepare reports and complete special assignments as required.


Additional Comments CONDITIONS OF EMPLOYMENT: The following will be a contingent permanent appointment: CFO-507/53040. The following will be permanent appointments: CFO-494/53051 and CFO-495/53043. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree/transcripts or license and registration will be required at the time of interview for all candidates.

This position may be filled as a traineeship. The salary above applies to candidates appointed to Senior Accountant, SG-18. The salary for candidates appointed to Accountant Trainee 1 starts at $45,455 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

* Leads to a maximum salary of $71,980 based on annual performance advances.

**Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.
