Minimum Qualifications Internal Reassignment:
Candidates interested in reassignment must be a current Office of Mental Health employee with permanent or contingent-permanent service as a Mental Health Program Specialist 1, Mental Health Program Specialist Trainee 2, or Mental Health Program Specialist Trainee 1.
Transfer:
Candidates must be eligible to transfer via Section 70.1 of the Civil Service Law to the Mental Health Program Specialist 1, Mental Health Program Specialist Trainee 2 or Mental Health Program Specialist Trainee 1 level by having one year of permanent competitive or 55b/c service in a qualifying title within two salary grades of the target level.
To be eligible for appointment, candidates must have a Bachelor’s or higher degree in Child and Family Studies, Counseling and Community Psychology, Creative Arts Therapy, Criminal Justice, Health Administration, Hospital Administration, Marriage and Family Therapy, Mental Health Counseling, Nursing, Psychoanalysis, Psychology, Public Administration, Public Health, Public Policy, Recreation Therapy, Rehabilitation Counseling, Social Work, Sociology, or Special Education

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist 1, Grade 18/Mental Health Program Specialist Trainee, NS, position in the Division of Forensic Services (DFS), Bureau of Institutional Sex Offender Treatment (BISOT). BISOT is responsible for the treatment of individuals confined to OMH Secure Treatment and Rehabilitation Center (STARC) as dangerous sex offenders requiring confinement under the Sex Offender Management and Treatment Act (SOMTA). BISOT is also responsible for the treatment of sexual offenders classified as high risk and in need of intensive treatment while serving prison sentences in the custody of the New York State Department of Corrections and Community Supervision (DOCCS). Specific duties to be performed may include, but are not limited to, the following:
Research and collect data pertaining to Mental Hygiene Law (MHL) Article 10 cases.
Prepare reports on statistical figures to aid Psychiatric Examiners in court.
Assist with administrative oversight related to STARC:
- Provide procedure recommendations and aid in procedure drafting for STARC and the Prison-Based Sex Offender Treatment Program (PBSOTP), including staff safety in a correctional setting, resident records maintenance, gender dysphoria, treatment programming, and FOIL and media request responses
- Monitor the STARC census
- Ensure all cases are designated to a STARC location in a timely manner
- Review court orders and ensure action steps are taken as well as identify patterns and trends that impact program performance
- Act as a liaison between BISOT, Counsel’s Office, the Office of the Attorney General, and the courts
- Provide administrative, analytic, and technical assistance to STARC through the management of records, census tracking, and review of data to identify problem areas, compliance issues or gaps in service
Perform special projects, as needed, based on the changing clinical and legal climate regarding MHL Article 10 cases.
If appointed as a Mental Health Program Specialist Trainee, you would participate in a two-year traineeship. At the successful conclusion of your traineeship, you would advance without further examination to Human Resources Specialist 1, Grade 18.
Additional Comments The Division of Forensic Services is conveniently located in independent offices on the grounds of the Capital District PC at 75 New Scotland Avenue, Albany, New York. Guaranteed covered parking is available for $5/month.
The salary range listed encompasses the hiring rate of a Mental Health Program Specialist Trainee 1,NS, through the job rate of a Mental Health Program Specialist 1, Grade 18:

Mental Health Program Specialist Trainee 2: $48,237
Mental Health Program Specialist 1: $60,069 - $76,387
