Minimum Qualifications Current New York State Employees
Current New York State employee with one year or more of permanent, competitive service or 55b/c service as a Senior Economist, Grade 18; OR current New York State employee with one year or more of permanent, competitive service or 55b/c service in a qualifying title and eligible for transfer** under section 70.1 or 70.4 of the Civil Service Law.
Note: All transfer candidates must possess a bachelor’s degree or higher including or supplemented by 18 semester credit hours in economics; AND 6 semester credit hours in computer science, economics, econometrics, mathematics, operations research, research methods, and/or statistics.

Duties Description The Senior Economist will work in the Office of Markets & Innovation’s Office of Regulatory Economics, and perform duties that include, but are not limited to:
• Analyzing the economic or statistical aspects of regulatory issues, including but not limited to the development of economically efficient rate designs and price signals, economic forecasts, transitioning of wholesale and retail utility markets, measurement and mitigation of market power, incentive regulation, benefit cost analysis, measurement of marginal costs, and the development of market rules and market design changes.
• Gathering relevant information, including economic data, from within the Department, utility companies, other government agencies, and private sector sources.
• Analyzing data and developing statistical, econometric, or economic analysis using relevant models and drawing on knowledge of statistical, econometric, and/or economic theory; economic forecasts; utility, market and system operations; and the rules, procedures and technical aspects of energy and telecommunication product markets.
• Producing memoranda and written reports for staff and/or outside parties on regulatory economic issues related to the electric, gas, telecommunications, and water industries.
• Presenting expert economic testimony in public hearings before the Public Service Commission or Administrative Law Judges or before other governmental bodies.
• Participating in staff efforts to collaborate on solutions for, or to negotiate the settlement of regulatory economic issues with utilities and other parties.
