Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Administrative Specialist 1.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.4 Transfer to Administrative Specialist Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Administrative Specialist Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-11 or above AND have standing on the Public Administration Trainee Transition (PATT) or the Professional Career Opportunities (PCO) eligible list AND possess a Bachelor’s degree.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Administrative Specialist 1 position in the Office of Educator Quality & Professional Development (OEQPD). This Office provides tools and resources for developing and implementing teacher and principal evaluation systems for Local Educational Agencies (LEAs). This Office also implements State-level strategies under the Every Student Succeeds Act (ESSA) to ensure that all students have equitable access to effective educators and assists LEAs with implementation of high-quality professional learning. Duties of this position include, but are not limited to, the following:

• Review applications and related documents submitted by LEAs for completeness and compliance with state requirements;
• Communicate with LEAs to gather or verify information, track the status of applications and related documents, and provide technical assistance;
• Coordinate logistics for meetings, manage OEQPD mailboxes, and research and respond to inquiries;
• Assist in the administration of the Freedom of Information Act (FOIL) in accordance with the law and respond to requests;
• Review and analyze data and compile from various sources, including extracting data stored in database tables to merge and create files for requests and reporting requirements;
• Use NYSED’s Business Portal to create, manage, and assign surveys;
• Prepare work products, including guidance, charts, and tables, for internal reports and publicly facing material;
• Collaborate with individuals from various NYSED program offices, as assigned; and
• Assist in the oversight of human resource activities for the Office.


Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating unit may affect their salary, insurance, and other benefits. Verification of degree will be required for all candidates at the time of interview.

This position may be filled as a traineeship. The salary listed above applies to candidates appointed to Administrative Specialist 1, SG-18. The salary for candidates appointed to Administrative Specialist Trainee 1 starts at $45,617 and for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

* Leads to a maximum salary of $76,387 based on annual performance advances.
