Job Specifics

Minimum Qualifications Bachelor’s degree in a related field, such as Communications, English, Public Relations, Social Media, Digital Communications, Graphic Design or similar; and four (4) years of experience in digital communications, public relations, and social media.
Substitution: an additional four (4) years of experience in digital communications, public relations, and social media, above the minimum qualifications, may substitute for the Bachelor’s degree.

Preferred Qualifications

Strong understanding of best digital practices; experience with web writing; experience with the Drupal content management system and HTML; website management experience; graphic design and user experience understanding; and knowledge of applying a customer service approach to web, social media and online interfaces.

Duties Description The Digital Information Officer will be tasked with establishing and executing social media strategies and website redesign, development and maintenance. The incumbent will report to the ITS Public Information Officer and work closely with ITS Communications staff. Duties include but are not limited to:

Social Media Development/Management: Work closely with agency program areas to identify, create, and post content for digital channels and social media, including written (Twitter, Facebook, LinkedIn), video (YouTube), photographic (Flickr, etc.) and multimedia sites.

o Set and meet goals for agency website and social media channels and develop analytic reports for senior staff, including increasing Twitter and Facebook audiences, effectiveness of social media reach/views and strategies for comprehensive social media campaigns.

o Manage and grow agency social media channels on a day-to-day basis to build branding via increased engagement and responsiveness to relevant posts on Twitter, Facebook, Instagram, etc.

o Act as an advocate for best digital practices, including effective, responsible, responsive and efficient use of social media, overall content management of social media outlets for consistency and monitoring of public agency interactions with external social media users.

Website Redesign/Development/Maintenance: Assist in redesign of agency website working with the NY.Gov Digital team to develop new content strategy.

o Liaison with agency executive staff for all digital communications needs, including facilitating new/existing website and applications projects.

o Define specifications for all website content and functionality, including wireframing, messaging, writing, user experience, and branding compliance.

o Establish and maintains strong working rapport with various ITS programs, including the state’s Digital team, WebNY, and agency-level web and applications teams.

o Provide support to NYS Executive digital channels on a rotating basis, including some evening and weekends as needed.

Other: Develop and execute digital campaigns, including social media development and postings, multimedia hosted on digital platforms, create and issue advertisements on multiple platforms for ITS initiatives or programs.

o Perform supervisory responsibilities as needed.
