Duties Description The Utility Engineering Specialist 1, Grade 18, will work in the Rates and Tariffs Section of the Office of Electric, Gas, and Water, and will perform duties that include, but are not limited to:
• Accessing and analyzing utility company data and conducting and presenting comparative or trend analysis on specific issues.
• Analyzing electric, gas, and water utility rate submissions to the Public Service Commission (PSC) and developing written responses in the form of testimony.
• Examining cost allocations and rate design and analyzing depreciation studies.
• Preparing evaluations and recommendations relating to the viability of a proposed merger or acquisition.
• Preparing evaluations and recommendations relating to utility proposed tariff changes.
• Examining utility proposals to increase revenue requirements and to re-allocate costs and revenue recoveries among service classifications and end-uses.
• Analyzing and developing rate structures and designs to recover utility company revenue requirements, send accurate price signals, and promote competition in compliance with PSC orders and legislation.
• Monitoring summer and winter supply hedging activities.
• Assisting in identifying the need for and developing proposals to address new policy initiatives associated with the deregulations of electric and gas utilities and/or reassessing existing policies in an evolving competitive market.
• Assisting in the evaluation of proposed rulemakings that impact State policies regarding competitive markets, reliability of supply, and the cost of customers.
• Participating in federal proceedings to promote recommendations that will enhance State policies.
