Minimum Qualifications Eligible List: Candidates must be reachable for appointment on Current Civil Service Eligible List for this title.

Temporary: Community Mental Health Nurse is a continuous recruitment examination. Candidates who are not currently on the eligible list may apply for this position and if appointed, will receive a temporary appointment. Candidates who receive a temporary appointment must receive a score that is reachable on the resulting eligible list before they can be permanently appointed. To qualify, candidates must be licensed and currently registered to practice nursing in New York State, or possess a limited permit to practice nursing in New York State. (You must obtain your New York State license within one year of the date of appointment or action will be taken to remove you from the position.) AND have a bachelor's or higher degree in one of the areas listed below*; AND two years of professional clinical nursing experience, including at least one year as described below **; OR have 30 college credits in the areas listed below* IN ADDITION TO an associate's degree in nursing or completion of a three-year nursing program AND three years of professional clinical nursing experience, including at least one year as described below **
* Acceptable areas include nursing, health care administration, public administration in a health care area, public health, community mental health, community mental health counseling, psychology, sociology, biology, social work or human services. The 30 credits may include up to two statistics courses. Courses/degrees in physical education, recreation therapy, English, history, math, anthropology, languages, etc. are NOT acceptable.
** One year of experience in providing direct services to individuals diagnosed with mental illness, mental retardation, developmental disabilities, or alcohol or substance abuse in a COMMUNITY SETTING, e.g., a halfway house, visiting nurse, or a community clinic. SUBSTITUTION: A master's degree in community mental health may be substituted for this experience only.
Duties Description The Community Mental Health Nurse will be responsible for supporting the Director of Nursing and Health Services in the oversight and guidance provided to state and voluntary provider agencies to ensure the highest quality nursing services are provided to individuals with Intellectual and Developmental Disabilities (I/DD). This position will assure that guidance and practices provided to state and voluntary provider agencies are in compliance with Nursing Standards established under the various accreditation entities (i.e., New York State Department of Health, Center for Medicaid Service, OSHA, Bureau of Narcotics Enforcement, New York State Education Department and CDC). This position is responsible to provide direction and technical assistance to the state and voluntary provider agencies throughout the state. This role provides oversight, direction and policy development and ensures compliance in the infection control practices of health care (i.e., Purified Protein Derivative (PPD) Tuberculosis (TB) testing, Personal Protective Equipment (PPE)) and guidance documents in the control of communicable disease and Pandemic planning. This person serves as the liaison between the Director of Nursing and Health Services and multiple state and voluntary provider agencies and provides direction around issues of medication administration, pharmacy and any other health directives which impact the care of individuals with I/DD.
PRIMARY DUTIES AND RESPONSIBILITIES:
• Review current regional policies and related to nursing and health services.
• Review, develop and/or implement policies or Administrative Memos (ADM's) on nursing or health related topics to improve the quality of services and/or nursing practices in the field.
• Support distribution and sharing of resource information among agencies similar to a community of practice.
• Coordinate support across programs such as Article 16 clinics, group homes, Family Care and Day Hab programs related to care of individuals and protections for individuals.
• Liaison with provider agencies to respond to concerns related to nursing and health practices within different settings.
• Develop relevant training curriculum that can be utilized across various provider agencies to support care to individuals and compliance with regulations.
• Be able to utilize Microsoft Word, Excel, PowerPoint, Sharepoint and other relevant IT programs to support the work of the bureau.
• Provide relevant direction and guidance related to infection control, diabetic care, medication administration and other relevant nursing care issues.
• Complete other duties as assigned within the division.
Additional Comments Please Note:
• Please note that starting salary for this title reflects a geographic pay differential. Posted Hiring Salary includes the sum of the statutory hiring rate for PS&T Grade 19 ($63,323), and Geographic Differential ($12,000). Geographic Differential added to the job rate ($80,429) for PS&T Grade 19.
