Minimum Qualifications Possession of a Master’s Degree in a mental hygiene discipline (e.g., occupational therapy, physical therapy, social work, speech pathology and audiology, psychology, recreation, rehabilitation counseling, education or nursing), hospital administration, business or public administration or other area specifically related to health care, behavioral or social science, statistics, quantitative research; OR a valid license to practice medicine in New York State or Canada; AND five years of progressively responsible administrative, management, or supervisory experience in a mental hygiene or health/human services setting, or comparable setting, delivering individualized and customized services. Experience must be at a leadership level, with broad policy-influencing responsibility for fiscal and program administration.

A Bachelor’s Degree in any of the disciplines listed above and seven years of progressively responsible administrative, management, or supervisory experience in a mental hygiene or health/human services setting, or comparable setting, delivering individualized and customized services. Duties Description The New York State Office for People With Developmental Disabilities (OPWDD) is looking for a forward-thinking leader who is capable of informing and executing strategic decisions at both the organization and system level to serve as the Director of State-Operated Programs and Services in OPWDD Central Office. The ideal candidate will have experience serving individuals with intellectual /developmental disabilities (I/DD), extensive experience with all aspects of operating certified residential programs, day programs, Article 16 clinic services, managing workforce and labor management issues, familiarity with non-personnel spending and other business office functions, experience with continuous quality improvement and Medicaid compliance activities, emergency management and incident management functions. This position serves at the pleasure of the Commissioner of OPWDD.

The six Developmental Disabilities State Operations Offices (DDSOOs) support over 6,000 individuals with developmental disabilities in OPWDD-operated Supervised and Supportive Individualized Residential Alternatives, Intermediate Care Facilities, Campus-based Treatment Programs, Day Habilitation Programs, Family Care, Supportive Employment, Pathways to Employment, Free Standing and In-Home Respite, as well as Community Habilitation Services. The six DDSOOs employ approximately 14,000 staff in various titles including Direct Support Professionals, licensed clinicians, Directors and Deputy Directors. Intermittent travel to all six DDSOOs will be required to fulfill the responsibilities of this position.

POSITION DESCRIPTION:

The individual selected will serve at the executive level and provide a leadership role for the Division of Service Delivery State Operations Offices. The selected candidate will report to the Associate Commissioner, Division of Service Delivery, State Operations Offices and will directly oversee the DDSOO Directors and DDSOO Deputy Directors as well as interfacing regularly with other management team members from multiple divisions to foster and support a collaborative workforce to ensure excellent quality in state-operated programs and services. This oversight will include: facilitating the operational side of policy development and implementation; coordinating with other State Operations Central Office leadership staff in the management of staffing, overtime, communication to and from Central Office and response to emergent issues in the regions; identifying trends statewide and working with the Associate Commissioner for State Operations on methods for data collection, aggregation and analyses; and ensuring consistency of practice across OPWDD State Operations regions.

The ideal candidate for this position will share OPWDD’s commitment to advocating on behalf of people with developmental disabilities as well as advancing and enhancing services and supports. In line with our dedication to “Putting People First,” he/she will also provide leadership, commitment, and support to State Operations Office staff as well as to individuals with developmental disabilities, their family members, OPWDD Regional Office staff, local governmental entities, and other stakeholders.

PRIMARY DUTIES AND RESPONSIBILITIES:
Under the direction of the Associate Commissioner, DDSOO, the Director of State-Operated Programs and Services is responsible for overseeing the day-to-day operations and integration of statewide systems of management of all State Operations regional service delivery activities as the direct supervisor and primary leadership point of contact and resource to the DDSOO Directors and Deputy Directors. This position will be responsible for providing direction to field operations on the implementation and delivery of all state plan and waiver funded services delivered by State Operations. This position coordinates closely with the Director of SO Planning and Quality Improvement and the Director of SO Clinical Services to ensure consistency and uniform planning and operational practices for topics that impact all districts. The Director of State-Operated Programs and Services will also directly oversee the State Operations Office Deputy Director, State Operations Project Management and Operations Support, and the Statewide Family Care Coordinator. Other projects and assignments as determined necessary and appropriate by the Associate Commissioner, DDSOO, will be assigned.
