Minimum Qualifications Permanent service in this title or one year of permanent competitive or 55b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law. To qualify for transfer under Section 70.4 of Civil Service Law, you must have one year of permanent competitive or 55b/c service in a title allocated to SG-11 or higher, a bachelor’s degree or higher in Correctional Studies, Criminal Justice, Criminal Science, Criminology, Forensics, Justice Studies, Law Enforcement, Public Justice, or Sociology, AND a passing score on a current or previous PCO exam. Duties Description Within the Data Quality Management section of the Office of Criminal Justice Records (OCJR), the Criminal Justice Program Specialist 1, SG-18, will be responsible for reviewing legislative and federal policy affecting OCJR in order to provide the OCJR leadership team with recommendations that will assist the agency in meeting its mission of maintaining complete and accurate criminal history data, documenting and maintaining requirements for program areas, analyzing criminal justice records to identify and asses areas for operational improvements, and assisting in the development and maintenance of project plans and the management and coordination of project implementation. Specific duties include:
• Review and analyze legislative and federal policy affecting the Wanted program area and accompanying systems to provide the OCJR leadership team with recommendations that will assist the agency in meeting its mission of maintaining complete and accurate criminal history data.
• Document “as-is” processes and gather business requirements to develop recommendations for more efficient “to-be” processes. Assist in the development of performance metrics for process monitoring.
• Monitor and evaluate criminal history record information for deficiencies and determine the most suitable correction based on knowledge of the criminal justice process, criminal and juvenile procedural law, and superior and family court decisions.
• In conjunction with OCJR management, review National Criminal History Improvement Project (NCHIP) and National Association of Record Industry Professionals (NARIP) grant proposal efforts to improve criminal history record information.
• Analyze and document the relationships and trends in data reported by OCJR applications to help advise supervisors of possible system defects and data quality improvements.
• Effectively communicate with police departments, district attorneys, courts, and the FBI to ensure criminal history records are updated accurately.
• Ensure data and transmission standards regarding Wanted information are adhered to by conducting review in coordination with the National Crime Information Center (NCIC).
• Analyze the process of transmitting, delivering, and maintaining Certificates of Relief, Certificates of Good Conduct, and Pardons and make recommendations for improvement in coordination with the Department of Corrections and Community Supervision (DOCCS), the Office of Court Administration (OCA) and the Governor’s Office.
• Review and monitor business processes related to the transmission and quality of criminal history data.
• Recommend modifications for improvement to policies and procedures regarding criminal justice records and develop performance standards and projections to determine the impact of these modifications.
• Develop training curriculum for new or revised processes pertaining to criminal history processing, disposition processing, and FBI transaction processing for use within DCJS and by other local and State criminal justice agencies.
• Perform the full range of supervisory responsibilities.

Additional Comments This position may be filled as a two-year traineeship leading to Criminal Justice Program Specialist 1, SG-18.
