Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Administrative Specialist 1.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment. Section 70.4 Transfer to Administrative Specialist Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Administrative Specialist Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-11 or above AND have standing on the Public Administration Trainee Transition (PATT) or the Professional Career Opportunities (PCO) eligible list AND possess a Bachelor’s degree.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Administrative Specialist 1 position in the Office of the Senior Deputy Commissioner. Under the general direction of the Senior Deputy Commissioner and supervision and collaboration with the Chief of Staff, the incumbent of this position will serve as a confidential aide to the Senior Deputy Commissioner and is responsible for managing the daily activity of the office and supporting liaising with key internal and external stakeholders. Duties of this position include, but are not limited, to the following:

• Manage the operations of the Office of the Senior Deputy Commissioner in partnership with the Chief of Staff;
• Assist in advancing and reviewing the work of senior managers across the Offices of P-12 and Higher Education;
• Provide strategic oversight of the Senior Deputy Commissioner’s schedule by ensuring meetings and events are prioritized appropriately and briefing materials are prepared and distributed in advance;
• Facilitate the Special Act School District board member appointment process;
• Maintain responsibility for monthly P-12 and Higher Education Committee portions of Board of Regents meetings as well as attending P-12 and Higher Education Committee meetings;
• Work with the Chief of Staff regarding general Board of Regents meeting preparation and as the liaison in stakeholder meetings with NYSED leadership;
• Establish agendas and prepare meeting materials for annual conferences and reoccurring meetings;
• Assist the Chief of Staff to prepare briefings and reports for the Senior Deputy Commissioner and for submission to the Commissioner and Board of Regents;
• Manage Office of Education Policy mailboxes and phone lines and research and respond to inquiries;
• Review and prepare materials and correspondence from the Office of Education Policy to ensure proper formatting and quality control;
• Supervise lower-level administrative staff and interns within the office; and
• Other tasks as needed.


Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating unit may affect their salary, insurance, and other benefits. Verification of degree will be required for all candidates at the time of interview for all candidates.

This position may be filled as a traineeship. The salary listed above applies to candidates appointed to Administrative Specialist 1, SG-18. The salary for candidates appointed to Administrative Specialist Trainee 1 starts at $45,617 and for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

*Leads to a maximum salary of $76,387 based on annual performance advances.
