Job Specifics

Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator, Grade 18, OR a New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Health Program Administrator, Grade 18.

Public Candidates: Active list candidate on the Professional Career Opportunities (PCO) eligible list #26-570 with a score of 100 or higher, OR qualified 55 b/c candidate in possession of a bachelor's or higher degree.

Preferred Qualifications: Ability to effectively work in a fast-paced office and prioritize multiple assignments; excellent organizational, analytical, verbal, and written communication skills, and the ability to work independently and as part of a team; proficiency using Microsoft Office, including Word, PowerPoint, Outlook, and SharePoint; advanced proficiency with Excel, and experience with web-based database applications.

Duties Description The Hunger Prevention and Nutrition Assistance Program (HPNAP) provides supplemental funding and nutrition technical assistance to a network of emergency food programs (EFPs) consisting of 8 regional New York State food banks, and 38 other contractors serving 2,500 soup kitchens, food pantries, and shelters.

The Health Program Administrator will be responsible for fiscal oversight and support activities for HPNAP, including the creation of purchase orders, contract and purchase requisitions, and generating cash disbursement reports in the Statewide Financial System (SFS). Other duties include entering procurements in Grants Gateway (GG), assembling contracts following procurement guidelines, conducting voucher trace evaluation tasks, coordinating quality assurance activities, and providing data management support to contractors.

Additional Comments Full-time, permanent appointment. Transfer candidates, you may be asked for a Social Security Number to verify your transfer eligibility. Occasional travel throughout New York State to areas not served by public transportation may be required (5%). Depending on candidate qualifications, the position may be filled at the Health Program Administrator Trainee 1 or 2 levels. Traineeships result in Salary Grade 18 upon completion.
