Minimum Qualifications "Permanent Transfer Candidates: Current DOH employee with permanent or contingent-permanent competitive status as a Senior Sanitarian, Grade 18.

Provisional Promotion Candidates:* Current DOH employee with one year of permanent or contingent-permanent competitive service as a Public Health Sanitarian, Grade 14.

Public Candidates for Provisional Opportunity (Open Competitive Minimum Qualifications):

Either 1. a bachelor's degree in the natural sciences** AND one year of experience in environmental health protection (defined below).

OR 2. a bachelor's degree, with 30 credits in the natural and applied*** sciences, of which at least 18 credits are in the natural sciences, AND two years of experience in environmental health protection (defined below).

Substitution: a master's degree in the natural or applied sciences may be substituted for up to one year of the required experience.

**Natural sciences that are considered appropriate are biology, chemistry, physics, and earth sciences (geology and hydrology).
***Applied sciences include science-based courses in environmental technology, sanitation technology, medical technology, public health, infection control, and food science.

Experience in environmental health protection is defined as conducting inspections to determine compliance with federal, state, or local environmental laws, regulations, and established public health standards, OR experience in the identification and notification of public health environmental hazards and the development of methods to eliminate or control such hazards and/or the spread of disease and other environmental factors impacting the health of individuals and/or the public, such as in hospitals and long term care facilities."

Preferred Qualifications:
Preferred qualifications include experience with public drinking water, environmental analysis, and the regulatory framework. Excellent written and oral communication skills, and strong organizational and interpersonal skills are also preferred.


Duties Description "The Bureau of Water Supply Protection (BWSP) is a regulatory bureau responsible for implementing the Safe Drinking Water Act in the State of New York. The incumbent will work in the BWSP Compliance section, which works closely with Local Health Departments (LHD), Regional Environmental Health field coordinators, and the United States Environmental Protection Agency (EPA), to ensure public water suppliers are meeting regulatory requirements and are in compliance with established standards.

The incumbent will also work with the Center for Environmental Health’s Field Coordination Unit as well as BWSP senior management to develop annual field coordination program goals; develop presentations, training tools, and job aids on drinking water regulations for professional engineers, sanitarians, and drinking water operators; coordinate with the EPA on enforcement of drinking water regulations; review drinking water data entered into the Safe Drinking Water Information System to evaluate public water system compliance and LHD program implementation; and manage changes to drinking water regulations, which includes drafting rulemaking documents in accordance with the State Administrative Procedures Act for executive and legal review."

Additional Comments "*Pending canvass outcome. Permanent, or provisional full-time competitive appointment. Travel throughout New York State to areas not served by public transportation is required (30%).
