Job Specifics
Minimum Qualifications Candidates must have been admitted to the New York State Bar and must have had four years of experience in the practice of law subsequent to admission to the Bar.
Preferred Qualifications: The preferred candidate has significant legislative and health care financing experience as related to government benefit programs, including Medicaid. The candidate must be highly motivated and able to flexibly adjust to changing client needs. The candidate must also demonstrate excellent independent judgment and exercise of discretion including in confidential matters related to budget negotiations. Superb oral and written communication, legislative review and drafting, and time management skills are essential.
Duties Description This position is located in the Bureau of Program Counsel in the Department of Health’s Division of Legal Affairs and will report directly to the Director of the Bureau of Program Counsel and a Deputy Director. The attorney will provide legal support to program staff with respect to a variety of issues related to Medicaid, including: Medicaid rate setting and claims, including collections, recoupments, and methodologies; and serve as counsel to various boards, as necessary. The attorney will participate in the Department’s annual budget negotiations with the Legislature. Duties include working with the Bureau of Litigation to prepare the Department’s defense in cases in which the Department is sued. Duties will also include developing and reviewing memoranda of understanding, drafting regulations, and drafting and reviewing proposed legislation. The attorney will be expected to attend meetings as needed and communicate well with clients and members of the public. Other duties may be assigned as appropriate.
