Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent permanent competitive service as a Hospital Nursing Services Consultant, G22, or Community Nuring Services Consultant Home Health Services, G22 and eligible for transfer under Section 70.1 of the Civil Service Law OR Current NYS employee with one year of permanent or contingent permanent competitive service in a title G20 or higher and meeting the open competitve minimum qualifications listed below.
Open Competitive Minimum Qualifications: Currently licensed and registered as a professional nurse in NYS; AND a minimum of five years of post-licensure health care, public health, community health, or other nursing experience in an appropriate facility setting. Three years of this experience must have been providing direct patient care in a licensed health care facility, and two years of this experience must have been in nursing supervision or working in the capacity of a nurse administrator. Preferred Qualifications: The preferred candidate would have experience in conducting surveys of health care settings and reviewing health and/or behavioral health records and would be familiar with services available under the Medicaid program. The preferred candidate would have experience in problem solving and conflict resolution. The preferred candidate would be able to handle multiple diverse tasks in a busy atmosphere and would have strong organizational skills and attention to detail. The preferred candidate would be able to work independently as well as part of a team in planning and implementing work-related activities. The preferred candidate would be able to speak and write effectively in a professional manner with outside agency staff and members of the public. In addition, the preferred candidate would also have a high level of competence using the following computer programs: Microsoft Outlook, Word, and Excel.
Duties Description As a Hospital Nursing Services Consultant, you would participate in a range of activities which might include, but not limited to conducting or participating in investigations or on-site surveys of health care settings to determine their level of compliance with federal and State rules and regulations; monitoring program grants; participating in the general assessment, planning, development and implementation of health care programs; serving as a nursing services expert; testifying as an expert witness in litigation proceedings; interpreting policies, rules and regulations; representing the Department at meetings and public forums. Assist in COVID-19 response activities and other Public Health Emergencies. You may serve as a part of a survey team and may be responsible for the facilitation of team operations.
Additional Comments Permanent, full-time (transfer) or temporary pending exam. This position involves travel which may include locations not served by public transportation. Current registration as a Registered Nurse (RN) with the New York State Education Department must be maintained for continued employment in title. Candidates appointed temporary will have to be reachable on the continuous recruitment eligible list noted above within 90 days of start to continue employment. Candidates for Nursing Home surveillance positions must pass SMQT within first year of employment, as required by the Centers for Medicare and Medicaid Services to conduct surveys.
