Minimum Qualifications Permanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator (G18); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator (G18), Health Program Administrator Trainee 1 (NS), or Health Program Administrator Trainee 2 (NS). Preferred Qualifications: Experience with the Certificate of Need (CON) or Health Facility Information System (HFIS)/DOH Operating Certificate system. Familiarity with the hospital, nursing home, home health care, and/or hospice operational laws or regulations. Excellent critical thinking, problem-solving and attention to detail, and the ability to synthesize information from a variety of sources. The ability to work independently with excellent organizational skills and use of tools to keep track of priorities and statuses of projects/items. Well-versed and/or comfortable with technology, especially ACCESS, MS Office, and MS Excel (required); and MS Teams and MS Lists as well as, excellent professional writing skills.
Duties Description Certificate of Need (CON) application/transfer notice initial reviews and technical assistance for Submission which includes, performing the initial review of project submissions/transfer notices for completeness and communicate with applicants regarding deficient submissions. Ensure applications are assigned to appropriate review units. CONS/HFIS applicant assistance, assisting applicants and potential applicants with submission and processing of applications and/or operating certificate questions through bureau electronic mailboxes and phone calls. CON/transfer notice review monitoring to monitor application/notice review progress. Follow up with applicants and review units as needed. Provide information and assistance to Center staff regarding specific CON projects. The enbumbent will create applicant correspondence at designated intervals in the review and recommendation process. Prepare draft exhibits for the PHHPC meetings. Assist with Health Facility Information System (HFIS)/operating certificate which includes, the receipt of and proof HFIS Transaction Forms and supporting documentation from Regional Offices. Perform data entry in HFIS to create or change information about the Operating Certificate, legal entity, or facility. Participate in HFIS software application revision project if applicable. Special Projects or Other Assignments as Assigned by BPM Director.
