Minimum Qualifications Public Candidates: Active list candidate on the New York State Department of Civil Service’s Professional Career Opportunities (PCO) eligible list #26-570 with a score of 100 OR qualified 55B/C candidate in possession of a Bachelor’s or higher degree.

Note on special additional requirements: Candidates will also be required to possess a bachelor’s degree including or supplemented by 24 credit hours in accounting, auditing and/or taxation courses in order to qualify. If selected for interview, candidates in those titles with special additional requirements will be required to submit proof of possession of the required degree and course credits at the time of interview. (Courses such as business law, economics, statistics and most finance courses are NOT considered qualifying.)

Preferred Qualifications: Experience with claiming and reporting for federal grants and suballocations from other State agencies. Significant experience with the Statewide Financial System (SFS) and the State chart of accounts and/or PayServ. Experience with OMB Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. Must demonstrate strong interpersonal and organizational skills.

Duties Description The Senior Accountant's responsibilities will include, but not necessarily be limited to: federal financial reporting and suballocation reporting to other NYS agencies (approximately 40 different DOH grant programs receiving $1.5 billion in federal awards); required Time Distribution System (TDS) reconciliations for federal awards with personal service; management of Department line item numbers and payroll pools and their corresponding coding; reconciliation of fringe and indirect charges for SRF and SRO funds; miscellaneous agency reporting to OSC; debt service payments for DOH facilities and Roswell Park Cancer Institute; and audit assistance (federal, Single Audit, etc.). This position may also be called upon to assist with other responsibilities of the Accounting unit or the Bureau of Accounts Management as a whole.
