Job Specifics
Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer.
This position may be designated 55 b/c and is subject to verification of applicant eligibility.
Duties Description The Federal Reporting and Grants Management Unit of the Bureau of Financial Operations prepares and files approximately 200 Federal Financial Reports on a quarterly, semi-annual or annual basis with the appropriate governmental agencies for the State to receive Federal funding for its programs. The unit reconciles all Federal grant awards, monitors the receipt of Federal funds, and tracks expenditures to ensure that enough funding is available to make payments. The unit is responsible for identifying the sources of Federal revenue and interacts with the OCFS Bureau of Budget Management and the Office of the State Comptroller (OSC) to ensure that these monies are deposited appropriately and timely. The draw is monitored carefully to ensure that the target reimbursement goals are met by the end of the State fiscal year. In addition, the unit is responsible for coordinating activities and providing required documentation for the Annual State Single Audit, including the required Internal Control Overview Documents. The incumbent will:
• Review applicable regulations and their impact on federal and state funding/reporting and ensure reports are submitted in accordance with applicable regulations;
• Prepare and submit federal financial reports (FFR’s) on a quarterly, semi-annual, and/or annual basis;
• Participate in meetings and take steps to operationalize changes to BFO business practices;
• Maintain and furnish workpapers for Federal and State Single Audits;
• Provide recommendations to the Associate Accountant regarding applicable administrative, programmatic and fiscal concerns, policies, priorities, and procedures;
• Gain the expertise in the federal requirements for the numerous allowable child welfare and daycare services and how these payments/claims flow through the local districts financial systems from Welfare Management System (WMS) to Benefits Issuance Control System (BICS) to the OTDA Automated Claiming System (ACS)
• Develop procedures to implement fiscal enhanced monitoring of the 58 Local Departments of Social Services (LDSS)
• Work with LDSS’s to obtain supporting documentation necessary to confirm allowability of payments
• Review applicable regulations and their impact on federal and state funding/reporting and ensure reports are submitted in accordance with applicable regulations
• Participate in meetings and take steps to operationalize changes to BFO business practices
• Maintain and furnish workpapers for Federal and State Single Audits; and
• Provide recommendations to the Associate Accountant regarding applicable administrative, programmatic, and fiscal concerns, policies, priorities, and procedures.

Background Investigation Requirements:

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
