Minimum Qualifications Transfer Candidates: Current New York State Department of Health employee with permanent or contingent permanent status as a Principal Sanitarian, Grade 23.

Provisional Promotion Candidates:* Current New York State Department of Health employee with one or more years of permanent or contingent permanent competitive status as a Senior Sanitarian, Grade 18.

Public Candidates for Provisional Opportunity (Open Competitive Minimum Qualifications):

Either A. a bachelor's degree in the natural sciences (defined below) AND two years of experience in environmental health protection; Or B. a bachelor's degree, including 30 credits in the natural and applied sciences, of which at least 18 credits are in the natural sciences, AND three years of experience in environmental health protection (defined below).

**Natural sciences that are considered appropriate are biology, chemistry, physics, and earth sciences (geology and hydrology).
***Applied sciences include science-based courses in environmental technology, sanitation technology, medical technology, public health, infection control, and food science.

Substitution: a master's degree in the natural or applied sciences may be substituted for up to one year of the required experience.

Experience in environmental health protection is defined as conducting inspections to determine compliance with federal, state, or local environmental laws, regulations, and established public health standards, OR experience in the notification of public health environmental hazards and the development of methods to eliminate or control such hazards and/or the spread of disease and other environmental factors impacting the health of individuals and/or the public, such as in hospitals and long term care facilities.

Duties Description The Principal Sanitarian will perform field coordinator functions to evaluate Bureau of Community Environmental Health and Food Protection (BCEHFP) programs at local health departments (LHD) in the Metropolitan Region. The incumbent will review and provide comment on proposed regulations, manual items, and other policy and guidance documents; serve as a point of contact for LHD on program goals, objectives, and other topics; assess training needs, and communicate LHD needs and resources to the Division of Environmental Health Protection and BCEHFP; review and monitor environmental health data using various information systems and databases; coordinate investigation of food borne illness outbreaks, drownings, and other incidents with LHDs, regional epidemiological staff, and BCEHFP; and provide technical assistance to LHD in addressing inspection issues.

The incumbent will also participate on joint inspections with LHD staff; conduct periodic evaluations of LHD program delivery and implementation; provide review support for annual LHD program commitments and accomplishments reporting; monitor LHD progress towards achieving performance measurement goals; and identify program areas with significant deficiencies requiring LHD attention.

Additional Comments *Provisional opportunities are pending canvass outcome. Contingent permanent, or provisional full-time competitive appointment. Travel to areas not served by public transportation is required (30%).
