Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must possess a bachelor’s degree and five years of experience in education finance, fiscal management, contract management, or project management with fiscal responsibilities. Two years of qualifying experience must have been at a supervisory level. A master’s degree may substitute for one year of qualifying experience.

PREFERRED QUALIFICATIONS: Preference may be given to candidate who possess experience with NYS federal procurement and contracting laws and guidelines.

Duties Description The New York State Education Department’s (NYSED) Office of Higher Education is seeking candidates for a Project Coordinator position in the Office of School Governance, Policy, and Religious and Independent Schools. Under the supervision of a Supervisor, Education Programs, the incumbent will serve as a liaison with the New York State Education Department’s (NYSED) implementation partners in the Capital Region BOCES, vendors, and nonpublic school stakeholders. Duties of this position include, but are not limited to, the following:

• Develop and implement unit policies and procedures related to the Emergency Assistance to Nonpublic Schools (EANS) Program;
• Serve as liaison with the U.S. Department of Education EANS program office on fiscal issues;
• Manage multimillion-dollar contracts and serve as liaison with vendors;
• Serve as a liaison to diverse stakeholder groups throughout New York State;
• Provide technical assistance on office fiscal policy, budget issues and other fiscal and programmatic topics related to the EANS program;
• Design and implement processes for quality assurance and dispute resolution with vendors and participating nonpublic schools;
• Coordinate technical assistance and training for participating nonpublic schools regarding allowable expenditures and accounting principles under Federal Regulations, including training in federal record keeping and asset protection to participating nonpublic schools and their stakeholder groups;
• Coordinate with other offices within NYSED to streamline fiscal aspects, including web-based applications, data collection, fiscal accountability, monitoring and compliance reviews;
• Perform special assignments as required, such as drafting and updating guidance documents, and analyzing federal program requirements;
• Prepare data for accurate and timely audit reports; and
• Supervise EANS-funded Project Assistants.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a temporary appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. * Leads to a maximum salary of $118,129 based on annual performance advances.
