Duties Description The New York State Education Department is seeking candidates for the position of Deputy Commissioner for the Office of Performance Improvement and Management Services (PIMS). Reporting to the Commissioner of Education or their designee, and working closely with the Board of Regents, the Deputy Commissioner has responsibility for leadership, management, and oversight of the offices within PIMS, which include the Office of Facilities and Business Services, the Office of Information Technology Services, the Office of Information Security, the Office of Audit Services, the Office of Human Resources Management, and the Office of State Review. The Deputy Commissioner serves as a member of the Commissioner’s Senior Leadership Team to provide guidance and direction in achieving the strategic goals of the State Education Department.

The Deputy Commissioner’s responsibilities will include, but are not limited to, the following:

• Oversee and direct all programmatic and administrative activities of PIMS offices and services;
• Provide recommendations, advice and technical assistance on program, policy and regulatory matters concerning agency operations to the Commissioner of Education and the Board of Regents;
• Work collaboratively with other Executive staff of the Department to implement the Department’s strategic and programmatic goals;
• Develop and enhance strong working relationships with Department leadership, State legislature, professional associations, governmental agencies and various stakeholders in the educational, civic and business communities to advance the Department’s mission;
• Ensure implementation of the strategic and programmatic goals and priorities of the Commissioner of Education and the Board of Regents;
• Oversee the development of policy, regulations and legislation affecting Department operations;
• Develop programmatic and operational improvements to increase the capacity of the Department, achieve efficiencies, and ensure an effective program, using technology and other tools;
• Provide counsel and advice to the Commissioner as a part of the Education Department’s leadership team;
• Establish and implement long-range plans to assure the continuous improvement of PIMS; and
• Lead significant building renovations and shepherd the completion of major capital projects.

Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must possess a master’s degree or higher and have relevant senior level leadership and management experience including a record of proven results and responsibility for a major complex office or institution of higher education, educational institution, or government. Candidates must have a demonstrated ability to provide leadership in a highly complex environment, develop and execute policy; lead and manage diverse staff and constituencies; and work collaboratively within a multifaceted educational organization that must respond to State, federal and local needs and requirements.

PREFERRED QUALIFICATIONS: Special consideration will be given to candidates who possess the following skills:

• Leadership experience in a government institution or organization.
• Strong evidence of success in advocacy for programs and needed resources.
• Evidence of excellent communication and networking skills, and positive professional relationships with staff and internal and external stakeholders.
• Leadership in major policy development and successful implementation.
• Research-based decision-making.
• Up-to-date understanding of applications of technology and process improvement.
• Success overseeing major construction and/or design projects and managing complex budgets.

Additional Comments CONDITIONS OF EMPLOYMENT:
This position is in the exempt class and the incumbent will serve at the discretion of the Commissioner of Education. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required prior to appointment for the selected candidate. Filling of this position is contingent upon Division of the Budget approval.
