Director of Operations' Office
Duties Description The New York State Education Department’s Office of Operations and Management Services (OMS) is seeking candidates for the position of Special Assistant, which will serve as Director of Operations for OMS. OMS is comprised of the Office of Audit Services, Office of Information Technology Services, Office of Facilities and Business Services, Office of Information Security, Office of Human Resources Management, Office of State Review and the Office of the Chief Financial Officer. The incumbent of this position will report to the Deputy Commissioner of Performance Improvement and Management Services (PIMS), or their designee, and duties of this position include, but are not limited to, the following:
• Serve as Director of Operations for the Office of the Management Services;
• Provide exemplary support and customer service to the staff and offices within OMS, including the Office of the Commissioner;
• Develop, oversee, and monitor the offices’ budgets and expenditure plans and serve as the liaison with the Office of Financial Administration and Bureau of Budget Coordination;
• Serve as the liaison with the Office of Human Resources Management by overseeing personnel activities, identifying staffing priorities and overall staffing plans;
• Provide guidance and develop OMS’s legislative initiatives and proposals and build relationships with key external partners and stakeholders;
• Provide advice and guidance to the Deputy Commissioner to assist in the development of policy as it relates to budgetary and human capital needs;
• Review, evaluate and monitor internal business processes with the goal of improving efficiency, service delivery to customers and promoting performance improvement and strong internal controls;
• Represent the Deputy Commissioner when appropriate as a member of SED-wide workgroups and with other Directors of Operations;
• Engage in procurement development, oversee contracting monitoring, and review and approve all OMS expenditures;
• Support the design and implementation of technology solutions that support the business needs of OMS’ program offices;
• Actively collaborate with other offices and staff within OMS and the Department;
• Engage in and implement long-range strategic planning, effective practice identification and sharing, innovative problem solving, as well as organizational planning activities with the Deputy Commissioner; and
• Oversee the effective coordination of the day-to-day activities of the Deputy Commissioner’s office, including managing support staff.
Minimum Qualifications MINIMUM QUALIFICATIONS: : Candidates must have a bachelor’s degree and a minimum of five years of administrative experience. The Special Assistant must have at least two years of experience in fiscal administration, personnel administration, legislative coordination and/or the implementation of broad technical solutions for a complex organization, including policy development and decision-making authority. The incumbent of this position must be comfortable with the demands of working in an office that is at the center of activities concerning the daily operations of the Office of the Management Services and be extremely flexible in hours worked and assignments to accommodate constantly changing priorities and workload. The ideal candidate for this position will possess proven leadership skills, the strong ability to problem solve and multi-task, have exceptional written and verbal communications skills as well as strong technology skills in Excel, Access, and PowerPoint.
Additional Comments CONDITIONS OF EMPLOYMENT: This position is in the exempt class and the incumbent will serve at the discretion of the Commissioner of Education. Salary will be commensurate with education and experience. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and work experience will be required at the time of interview for all candidates. The opportunity to telecommute shall not be initially permissible and is at the discretion of the supervisor and the appointing office. Filling of this position is contingent upon Division of the Budget approval.
