Duties Description This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Applicants must provide proof of a current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208.
Required experience: Seven years of full-time experience** in the enforcement, inspection, development, or teaching of building or fire codes; or the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.
**Applicants with one of the below qualifying degrees may substitute for experience as follows:
• No degree: seven years of required experience.
• Associate degree: two years of required experience.
• Bachelor’s degree: four years of experience.
• Master’s degree: five years of experience.
• Doctorate degree: six years of experience.
Qualifying degrees: architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering.
Applicants may be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service as a Code Compliance Specialist 2.
Minimum Qualifications • Assign and review work to staff and/or consultants.
• Inform D&C staff of changes in code regulations, laws, policies, and procedures.
• Establish performance standards; evaluate performance; train staff; and function as a technical expert.
• Review recommendations from Code Compliance Specialists 1 regarding legal orders and notices such as stop-work orders, compliance notices, and notices forbidding occupancy and makes final recommendations for pursuing legal action to supervisor.
• Review staff proposals regarding administrative orders and issues such orders.
• Take corrective actions when cited violations to the Uniform Code have not been corrected; and oversee and coordinate technical assistance for an assigned region.
• Perform technical review of plans and specifications for compliance with the New York State Building Code.
• Issue building permits, temporary certificates of occupancy, and certificates of code compliance for projects.
• Perform the full range of supervisory responsibilities.
• Perform other duties and special projects as required.
• Travel is required (approximately 50%).
Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
