Duties Description The Data Analyst 2 will be part of the Databook Unit within the Bureau of Data Insights and Research within the Office of Health Insurance Programs (OHIP). The Databook unit is responsible for creating and maintaining program level to monitor program changes, budget proposals, utilization and quality measurements for NYS Medicaid. The data book unit is also responsible for predictive analytics analyses, ensuring proper use of the Databook by stakeholders to inform budget and policy decisions by providing trainings, providing data insights, establishing data-led proposals to improve outcomes and efficiencies in NYS Medicaid. This position will be responsible for data mining and tableau visualization support of all dashboards created, creating data models, reviewing data models and supporting data book staff as necessary.
Minimum Qualifications Non-competitive Candidates: One year of permanent service as a Data Analyst 1 OR bachelor's degree and three years of experience* in data visualization, and statistical models and data mining tools.
*Substitution: A master’s degree in the above fields may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.
Preferred Qualifications: Medicaid experience preferred
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
