Duties Description Under the general direction of the Regional Director and reporting to the Program Aide, the incumbent’s responsibilities will include, but will not be limited to, the following:
• Reviewing and processing claims for payment, generating winning checks and non-winner receipts;
• Help customers understand why a ticket is not a winner and explain offsets for child support, public assistance and tax issues;
• Run activity reports, pack claim bags and track inventory of check and receipt stock;
• Process jackpot winners, completing additional paperwork and interviewing winners;
• Create winner awareness signs for retailers and mail them out;
• Take calls from the general public, retailers, and sales staff. Answer questions, provide information, and assists sales reps with fulfilling requests for retailers.
Minimum Qualifications Permanent Qualification: Candidates must currently be a permanent Office Assistant 1 OR be reachable for appointment on the current Office Assistant 1 eligible list;

Transfer Qualification: Candidates must currently be a permanent New York State employee eligible for transfer under Section 70.1 of the Civil Service Law;

Non-Competitive Minimum Qualifications: There are no education or experience requirements for an Office Assistant 1.
NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply and complete a probationary period.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Individuals certified eligible for the 55-b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law are encouraged to apply. To be considered, 55-b/c candidates must provide a copy of their letter of eligibility with their response and meet the NY HELPS minimum qualifications listed below.
No Exam Required under NY HELPS.
Additional Comments PROHIBITION AGAINST PLAYING AND WAGERING
Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets
or claiming Lottery prizes. Commission employees are prohibited from wagering upon any interactive fantasy sports, horse racing, commercial gaming, Indian gaming and charitable gaming activities within the State. The prohibition against any wagering upon any horse racing, Indian gaming and charitable gaming activities within the State, however, does not apply to family members of Commission employees.
To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether or not the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
