Duties Description The Public Health Specialist (PHS) 2 will be responsible for the implementation of environmental health programs within Essex, Franklin, and Hamilton Counties. This PHS 2 will be the first-line supervisor to Public Health Specialist and Sanitarian staff within the District Office. The incumbent would ensure that the inspection staff are performing their job duties in accordance with the Department’s expectations, provide the inspection staff with the knowledge and skills to ensure that public health regulations are being adhered to, and prepare and present enforcement actions against facilities found in non-compliance with sanitary code.
Staff conduct inspections at restaurants, children's camps, hotels/motels, and temporary residences, which may include the inspection of community, non-community, and non-transient non-community water systems. The incumbent will conduct sanitary surveys, review operation reports, sample results, review compliance schedules, and respond to reports of possible contamination at regulated facilities. They will also prepare inspection reports, correspondence to powers/operators citing deficiencies, and inform operators of the necessary corrective actions.
Minimum Qualifications Reassignment and Transfer Candidates: Current New York State Department of Health employee with permanent or contingent permanent service as a Public Health Specialist 2, Grade 23; OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to 70.1 transfer to Public Health Specialist 2, Grade 23.
NY HELPS Minimum Qualifications:
A qualifying bachelor's or higher degree* AND three years of experience conducting on-site inspections and surveys to evaluate environmental health conditions and/or regulatory and code compliance to improve the health, safety, and well-being of individuals and the public; and providing technical assistance to local health departments/units (LHU), healthcare facilities, and other organizations with a specific focus on environmental health.

Substitutions: A master’s degree in a related field can substitute for one year of experience; and a doctorate in a related field can substitute for two years of experience.
Non-Competitive Promotion: If there are three or fewer qualified candidates interested in the appointment to this position, a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be an employee of the Department of Health and have one year of permanent competitive service as a Senior Sanitarian, Grade 18 or Public Health Specialist 1, Grade 18.
Promotional Provisional Opportunity: Current New York State Department of Health employee with one year of permanent competitive service as a Senior Sanitarian, Grade 18 or Public Health Specialist 1, Grade 18.
Preferred Qualifications: The preferred candidate will have experience conducting inspections to determine compliance with federal, State, or local environmental health laws, regulations, or established public health standards. They will also monitor public environmental hazards and develop methods to control/ eliminate the spread of disease.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
