Duties Description NYSDOT’s Office of Policy, Planning and Performance seeks to fill an Environmental Specialist 2 position to support statewide policy, planning and performance activities at NYSDOT’s Main Office in Albany.
Duties may include:
• Provide technical expertise and support on transportation system resiliency, sustainable land use and biodiversity, and smart growth policies and practices. Ensure the Department’s compliance with State and federal resiliency requirements.
• Support the Department to incorporate CLCPA Scoping Plan recommendations and coordinate and support Office of Sustainability with reporting on the agency actions.
• Work closely with other Department program areas, such as the Office of Environment and Office of Structures, to develop policies, plans and performance measures to improve transportation system resiliency to protect transportation infrastructure and natural systems through adaptation strategies.
• Engage within the NYSDOT program areas and regions, MPOs, other State and federal agencies, academic institutions, and others to understand emerging planning needs, support the development of needed research, and incorporate climate adaptation and resiliency considerations into all aspects of project and program development.
• Support the development of needed research to incorporate resiliency and sustainable land use considerations into all aspects of project and program development and integrate sustainable land use and mobility-oriented development practices in transportation decisions and projects.
• Represent/support the Department on interagency committees that address sustainable land use, biodiversity, and resiliency issues such as the NYSDEC-led Interagency Climate and Resilience Working Group.
• Work with Department program management staff to develop ways to track projects that support resiliency (e.g. develop resiliency accomplishments) to help inform ongoing Capital Program process.
• Develop/support public or stakeholder engagement opportunities related to resiliency, clean energy and climate planning.
• Support NYSDOT’s review of the NYS Climate Smart Communities applications, which are submitted three times/year.
• Oversee the development, maintenance, and implementation of the statewide flooding vulnerability assessment. Support development of app or other software to update flooding vulnerability assessment.
• Support the development and implementation of strategies and programs required under the Infrastructure Investment and Jobs Act (IIJA). Develop policies, guidelines, and procedures.
• Monitor transportation, land use and resiliency/adaptation recommendations for implementation opportunities as well as impacts to NYSDOT programs.
• Develop material to inform staff about relevant climate planning efforts and resources, such as sea level rise, increasing rain fall projections, etc.
• Support project solicitation and selection for competitive federal and state funding programs.
• Assist with the procurement and management of consultant services.
• Review reports, products, and deliverables, including providing quality assurance/quality control of reports, information and data developed to support planning products and analyses.
• Prepare related draft correspondence, reports, documents, presentations, handouts and brochures.
• Review processes, identify opportunities, and implement efficiencies and improvements.
• Perform other tasks as required by NYSDOT management.
• Strong written and oral communication skills are required.
• A good working knowledge of Microsoft Office including Word, PowerPoint, and Excel or other database programs are highly desirable to perform the duties for this position.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS candidates must meet the open competitive minimum qualifications for this position. The qualifications are:
Promotional:
You must be a qualified employee of the New York State Department of Transportation, New York State Thruway Authority, or New York State Canal Corporation and have had one year permanent competitive or 55-b/55-c service as:
Either
A. An Environmental Specialist 1 OR Landscape Architect
Or
B. An Assistant Engineer (Civil/Transportation) or Transportation Analyst where at least 50% of your duties involved the preparation and review of environmental impact analyses requiring knowledge and application of state and federal environmental laws, regulations, methods, procedures, and standards. This experience must include either preparing technical analyses on environmental matters or providing consultation on environmental regulatory programs.
Open Competitive:
A bachelor's degree and three years of professional experience in the preparation and review of environmental impact analyses, requiring knowledge and application of state and federal environmental laws, regulations, methods, procedures and standards, which includes the preparation of technical analyses on environmental impact matters, providing consultation on environmental impact laws, rules, and regulations or conducting office evaluations and field investigations related to environmental regulatory programs.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law

Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
