Duties Description NYSDOT’s Office of Policy, Planning and Performance seeks to fill an Environmental Specialist 2 position to support statewide policy, planning and performance activities at NYSDOT’s Main Office in Albany.
Duties may include:
• Provide technical assistance to the Department and partner agency staff and consultants on environmental, clean energy, vehicle electrification, and climate change issues, including guidance on funding eligibility for carbon reduction transportation projects and planning for EV charging infrastructure across the state.
• Coordinate with partner agencies to implement and update annual National Electric Vehicle Infrastructure (NEVI) Plan for NYS and manage NEVI program management; provide briefings to Office Director for weekly meetings with Governor’s office and partner agencies.
• Work with NYSDOT’s partner agencies including NYSERDA, NYSDEC, NY Power Authority, Thruway, and Department of Public Service to build on New York State’s significant efforts to reduce greenhouse gas emissions and support the use of zero emission battery electric vehicles (EVs) in New York State and the nation.
• Implement and update Department Carbon Reduction Strategy and administer annual funding allocation.
• Engage within the NYSDOT program areas and regions, MPOs, other State and federal agencies, academic institutions and others on plans, policies and actions to support and address state and federal requirements and initiatives to understand emerging planning needs, support the development of needed research, and incorporate climate action considerations into all aspects of project and program development.
• Monitor research and best practices to provide needed support to develop the agency’s understanding of and commitment to clean transportation technologies that will affect the delivery of NYSDOT’s mission. Participate on panels and working groups as directed by
supervisor/Office Director. Organize, facilitate and/or provide expertise on committees or working groups.
• Support the development and implementation of strategies and programs required under the Infrastructure Investment and Jobs Act (IIJA). Develop applicable policies, guidelines, and procedures.
• Review processes, identify opportunities, and implement efficiencies and improvements. Develop innovative ideas and projects to provide more secure, sustainable, and cleaner transportation options for the State’s communities.
• Support project solicitation and selection for competitive federal and state funding programs.
• Assist with the procurement and management of consultant services.
• Review reports, products, and deliverables, including providing quality assurance/quality control of reports, information and data developed to support planning products and analyses.
• Prepare draft correspondences, documents, handouts, and brochures.
• Perform other tasks as required by NYSDOT management.
• Strong written and oral communication skills are required.
• A good working knowledge of Microsoft Office including Word, PowerPoint, and Excel or other database programs are highly desirable to perform the duties for this position.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS candidates must meet the open competitive minimum qualifications for this position. The qualifications are:
Promotional:
You must be a qualified employee of the New York State Department of Transportation, New York State Thruway Authority, or New York State Canal Corporation and have had one year permanent competitive or 55-b/55-c service as:
Either
A. An Environmental Specialist 1 OR Landscape Architect
Or
B. An Assistant Engineer (Civil/Transportation) or Transportation Analyst where at least 50% of your duties involved the preparation and review of environmental impact analyses requiring knowledge and application of state and federal environmental laws, regulations, methods, procedures, and standards. This experience must include either preparing technical analyses on environmental matters or providing consultation on environmental regulatory programs.
Open Competitive:
A bachelor's degree and three years of professional experience in the preparation and review of environmental impact analyses, requiring knowledge and application of state and federal environmental laws, regulations, methods, procedures and standards, which includes the preparation of technical analyses on environmental impact matters, providing consultation on environmental impact laws, rules, and regulations or conducting office evaluations and field investigations related to environmental regulatory programs.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law

Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
