Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator; OR Active list candidate on the New York State Department of Civil Service’s Professional Career Opportunities(PCO) eligible list with a score of 100.0 or higher; OR qualified 55B/C candidate in possession of a Bachelor’s or higher degree; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator, Health Program Administrator Trainee 1, or Health Program Administrator Trainee 2. Preferred Qualifications: Strong organizational skills; Excellent communication & customer service skills, both written and verbal; experience with various computer software applications

Duties Description Developing and maintaining systems for the collection, organization and reporting of information and data related to Marketplace Appeals. Updating procedures and instructions to staff for internal systems; Assist in training staff; Responding to routine correspondence and inquiries; acting as a liaison between the Office of Appeals and the Office of Exchange Counsel and Division of Legal Affairs; Assist in the tracking and maintenance of records; respond to inquiries or direct to appropriate staff; Monitor, track and report data and deficiencies relating to language and interpreter services; Perform quality assurance review of documents; Assist in data compilation and program reviews of Appeals processes; Act as liaison for administrative processes between Department of Health staff and staff of other agencies, contractors, and the general public; Processing, uploading and securely transmitting data transfer packages to the federal Centers for Medicare and Medicaid Services (CMS); Serve as program liaison with administration staff units including Human Resources and IT Systems
